I am not able to attend tonight's meeting due to a previously planned vacation, however, I would like to share my thoughts on this application. First of all, I wanted to thank Ms. McGuill for the opportunity to visit her home at 189 Center Street, Yarmouth Port. This house is a terrific example of Greek Revival architecture and one of the nicest houses in Yarmouth Port. Currently, the house exterior is composed of primarily orlainal elementss Busing the orjgina! materials Irn-t!.'S additions over time). j belie;ie thwt it is important to preserve this house with as much original material as possible. This is one of the tenets of The Secretary of the Interior's Standards for Historic Rehabilitation, which OKH had previously adopted. Having said that, I strongly believe that 189 should retain as much of the original fabric as possible and replace same with like for like whenever possible. In reviewing the application submitted for tonight's meeting, it does not appear that it has changed from the original application submitted on February 25th. The application still states that they would like to remove and replace all roof, siding, exterior trim, deck boards, exterior doors, windows, deck posts and gutters. When we met at the property on March 7, 2025, the owner expressed her opinion that she would like to maintain as much of the historic details of the house that she could afford. We discussed the possibility of phasing the roof replacement, for example, so that the roof could be redone in red cedar, as currently exists. The roof on the front notion of the hoiY-so nnnanrcrri to be most in need of replacement, so that could be the candidate for this year. The builder agreed that this was possible. We also discussed the possibility of utilizing Fiberglass gutters or "duragutters" to be a closer replacement of the existing wooden gutters. And rather than wholesale replacement, I would like to see only the rotten sections being replaced, if possible. Furthermore, while onsite, the builder stated that they planned only to replace 4 windows that were not original and had failed. They also stated that they did NOT intend to replace any exterior doors, so hopefully, that is the case. The biggest issue that 1 have !'Vith this ap; tication is the cornplete removal Mnri dicrnnicat of the existing mahogany flooring decking and porches. They are in excellent condition with deterioration only at the front edge, not in need of full replacement. The application proposes to replace all decking with AZEK, which will also require that deck framing be either added to or replaced, since AZEK requires a closer nailing pattern than mahogany. While AZEK may be considered a GREEN budling product, the disposal of thousands or board feet of perfectly good mahogany and deck framing is a complete waste not a GREEN approach. 95% of the deck is in perfectly good condition. In fact, mahogany typically lasts for 100+ year, while AZEK has a lifespan of only 25 years. If the builder simply repaired the failing sections, including the supports fur the roo—F or1 the front cdthe ell, that would save the homeowner a tremendous amount of money that could potentially put toward a full red cedar roof! It is also important that the supports for the porch overhang line up with the brick foundation beneath. They are currently not supported. Thank you for your consideration. I approve the installation of solar panels: • On the South facing dormer roof of the existing 1 '/ story front building • On the West side roof of the existing one story addition off the back of the front building because the visibility of these panels are negligible from Route 6A or Pine St. • On the roofs of the rear building at 395 Route 6A Re: The east facing roof of the existing one story addition off the back of the front building is more visible from 6A than the West facing roof of this structure. It would be ideal if the panels on this roof could be accommodated elsewhere. Assumed the designers have explored this option and because Governor Maura Healey's signed into law "Chaper 239 of the Acts of 2024 - Climate and Energy Siting Legislation requiring the Committee to give substantial weight to the threat posed by climate change and the Commonwealth's statewide obligation to meet greenhouse gas emission limits and sublimates established under Chapter 21 N when ruling on application of Certificates of Appropriateness for solar energy systems, I approve this application. Tabled Item #1. 25-A023 Kelly McGuill Owner and Lewis Bay Builders LLC (Agent): To replace roof, siding, trim, corner boards, doors, windows and deck posts and paint house at 189 Center Street. approve the following: Replace siding, trim, deck boards, doors, windows and deck posts as needed all of which will match existing profiles and styles unless otherwise stated. Repaint house once paint chips for house body, trim and door are submitted. Replace gutters once material and profile are submitted and approved by the other members of the committee. Re: the roof. Although the concept of a black roof with painted white sidewall shingles is an interesting and dynamic one, it is not appropriate, in my opinion, for this building in the OKH Historic District. I therefore do not approve the black asphalt roof shingles. Understanding that the expense of replacing red cedar wood shingles can be prohibitive, I agree that it is the preferred solution. Although this material is preferred, I would also approve Architectural Style Asphalt Shingles Weatherwood Color once sample is submitted with application. Sincerely, Sara Jane Porter
