The site consists of a developed 37,352 s.f. lot improved with a 3-bedroom single family dwelling that was constructed in 1900 per assessors' records. The site is bordered to the west by a Bordering Vegetated Wetland, Coastal Bank and River. The edge of the Bordering Vegetated Wetland was flagged by Brad Hall of BLH Environmental Consulting and confirmed by Dan Ojala of Down Cape Engineering. A portion of site is also within Land Subject to Coastal Storm Flowage (LSCSF) Flood Zone AE elevation 12. The site does not lie within Priority or Estimated Habitat in accordance with the latest Natural Heritage map (2017). The proposed construction includes rear additions off the main structure with a patio in between. The closest point of proposed structures will be 82.9' away from the Coastal Bank. All work will take place outside the 100' buffer to the BVW and outside the 200' outer riparian zone. A new septic system is proposed in the existing driveway. All construction will take place within existing lawn or developed areas. 2,000 s.f. of mitigation is proposed to offset the hardscape increase within the 100' buffer to the Coastal Bank. A work limit line of staked silt fence is proposed downgradient of all work. 310 CMR 10.30 Coastal Bank A Coastal Bank exists at the top of the slope at/above the Flood Zone elevation of 12. The Coastal Bank was delineated in accordance with the Wetlands Program Policy 92-1. The bank is stable and vegetated. The added mitigation plantings will serve to provide increased stabilization and mitigate against wind and rain runoff. The staked silt fence will contain all construction activities. The bank's ability to contain stormwater will be unchanged by the project. 310 CMR 10.55 Bordering Vegetated Wetland The proposed additions and patio will be constructed within existing developed areas. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete, and the site is stabilized. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. All proposed work is located outside the 100' buffer to the BVW. Land Subject to Coastal Storm Flowage The property is within Flood Zone AE el. 12. None of the proposed construction work will take place within LSCSF.
