The purpose of the evaluation was to examine the condition of the existing stairs, landings, and elevated walkways that make up the means of egress from the buildings and to provide recommendations to achieve structural adequacy as needed to conform to the requirements of Section 1001.3.2 of the Massachusetts State Building Code, 9th Edition. This Section states: "1001.3.2 Testing and Certification. All exterior bridges, steel or wooden stairways, fire escapes and egress balconies shall be examined and/or tested, and certified for structural adequacy and safety every five years, by a registered design professional, or others qualified and acceptable to the building official; said professional or others shall then submit an affidavit to the building official." The buildings are shown in attached Photographs la & lb. Findings: The April 5, 2025 evaluation resulted in a small list of items that required repair before the egress systems as a whole could be reported as having satisfied the above requirement. On April 21, 2025, Tighe & Bond evaluated the post-repair condition for the small list of items noted above, and found that the repairs have been satisfactorily completed. Thus, Tighe & Bond finds the exterior egress structures to be in good condition, with no observed structural deficiencies, thereby satisfying the requirement of Section 1001.3.2. Findings: During our review and assessment, Tighe & Bond found the exterior egress structures to be in good condition with the exception of the deficiencies listed below: • Main House, underside of 2nd-floor deck at rear of building, there are five (5) deteriorated joist hangers at the ledger, as shown in attached Photographs 2a & 2b. The hangers should be replaced with new galvanized or stainless-steel hangers. • Carriage House, 2nd-floor deck at rear of building, the top rail of the railings that is near the top of the spiral stair is disconnected from an adjacent section of top rail, as shown in Photograph 2c. The two top rails should be securely fastened. Given the above-listed structural deficiencies, the collective group of existing egress systems cannot be said to meet the requirements of the Massachusetts State Building Code, Section 1001.3.2 at this time. Project Understanding We understand that you have requested a proposal from Tighe & Bond for structural- engineering services related to the requirement of Section 1001.3.2 of the 9th Edition Massachusetts State Building Code for evaluation of exterior egress systems every five (5) years for the two buildings at the subject properties. Scope of Services Scope of services is as described below: • Visitation to the site on one occasion to perform a visual evaluation of the existing exterior egress structures at the subject property. o Minor probing of the building facade and metal components may be performed in order to evaluate the potential for deterioration in the framing and support members. The owners are required to provide unlimited safe access to all areas of the exterior egress systems for Tighe & Bond to perform the evaluation. • Preparation of an evaluation report summarizing our findings: If the egress systems are found to satisfy the Building Code requirements, Tighe & Bond will provide a stamped affidavit, appropriate for submission to the Town Building Official, certifying that the egress systems satisfy the requirements of Section 1001.3.2 of the 9th Edition of the Massachusetts State Building Code Amendments to the 2015 International Building Code. If unacceptable conditions are found, Tighe & Bond will provide conceptual recommendations for required repairs of observed deficiencies. The scope of work does not include design or plan preparation to correct the deficiencies noted. This proposal also does not include reinspection of items found to not satisfy the Code requirements. 940 Route 28, P.O. If these services are required, we can modify our proposal accordingly to meet your needs. • Evaluation of exterior decks and any other structures that are not part of the building's exterior egress systems. • Test cuts, coring, excavations, or removal of building finishes to observe underlying building components, framing or connections. • Structural analysis or design of required repairs. • Re-inspection of egress systems after any required repairs are performed. • Preparation of drawings, sketches, as-builts, or other illustrative deliverables. • Construction cost estimates for any required repairs. • Hazardous materials evaluation, testing or remediation. Fee Tighe & Bond will perform the scope of services outlined above for a lump sum fee of$1,200. In the event that the scope is increased for any reason, the lump sum fee to complete these services shall be mutually revised by written amendment. Our attached Terms and Conditions are part of this letter agreement. We appreciate the opportunity to provide this proposal.
