Hello All, The contractor for the Riverwalk Park is making progress on construction, and the Contractor has raised a question regarding the stability of the public kayak launch which was an Additive Alternate when the project went out to Bid. The contractor has suggested that installation of two timber piles, rather than the six proposed helical anchors and elastomeric tie system, would improve stability of the float for users of the float and create greater durability of the kayak launch. Permanent piles within the water were not originally proposed or permitted, so we wanted to reach out to you to see what level of supplemental review/permitting would be required. The impacts to LUW/Waters of the US would not change, and the proposed piles would be located greater than 50 feet from the navigable channel. The contractor would plan to install the piles from a barge within the river. Using a soft start process, the piles would be vibrated into place, then driven. The pile installation is anticipated to take 1 – 2 days, and would still adhere to the TOY restrictions for in-water work included in the project authorizations/permits. I have included excerpts from the record Ch 91 and USACE plans with the approximate locations of the piles. The piles are anticipated to extend to elevation 15.00.
