HomeMy WebLinkAboutAnnual Monitoring Report 2025 Page 1 of 3 05/30/2024 To: Brittany DiRienzo, Conservation Administrator Joseph Jerolimo, Conservation Agent 1146 MA-28 South Yarmouth MA, 02664 Annual Monitoring Report Following Enforcement Order at 16 General Lawrence Road Dear Brittany and Joseph, On February 21, 2023, an enforcement order was issued to Elizabeth Shea, the owner of 16 General Lawrence Road in Yarmouth, for “Alteration of a wetland resource area buffer zone - Unpermitted removal of vegetation in the buffer zone to a wooded swamp”. As part of the enforcement order conditions, ELS was contracted to produce a restoration planting plan that was accepted by the Yarmouth Conservation Commission. In the Enforcement Order Conditions list, it was also required that the client provide three (3) annual monitoring reports outlining the status of the mitigation plantings and progress of the restoration before May 30th of 2023-2026. Below is a detailed breakdown of ELS’s unbiased assessment of the mitigation plantings and their establishment as a naturally vegetated buffer strip. This is the second of the three required monitoring reports due by May 30, 2025. Please see the attached report outlining the update to the project as of May 16, 2025. On May 16, 2025 ELS staff took photos of the mitigation plantings at 16 General Lawrence Rd in Yarmouth. All mitigation plantings appear to have wintered, and all are in good health. Page 2 of 3 The photo to the left shows the side of the home nearest the wetland in the rear of the property. All mitigation plantings appear in good health. A large concentration of invasives was noted along this entire side of the home, including mostly Asiatic bittersweet (Celastrus orbiclatus). ELS reached out to the homeowner last year about the growth of invasives on site but has yet to contract to perform any removals. Should we do so, we will contact the Yarmouth conservation department and notify you when the work is being done. The photo on the right shows a view of the opposite side of the site, along the area that was seeded heading back to the street. The seeded area looks to be in good condition and has filled in nicely; all mitigation plantings look to be in good condition. Temporary overhead irrigation has been removed from this area. Page 3 of 3 Lastly, the photo to the left shows the mitigation along the side of the home referenced from the first photo, toward the street. Similarly to the rest of the site, all mitigation plantings appear in good shape. However, the area has been overtaken by dense vine coverage. All remaining irrigation was removed from this area. In summary, the mitigation plantings were successfully established over the growing seasons of 2023 and 2024. No plantings have been deemed non-viable at this time. With the exception of the re-emergence of existing invasive species, the project has established the original design of a naturally vegetated buffer strip, and no further violations have been completed. The 2023 enforcement order conditions require one additional annual monitoring report, and ELS will submit it before May 30 of 2026. If any significant changes occur with the plantings over this growing season, ELS will ensure they are taken care of.
