Failure to comply with this Order may constitute grounds for legal action. Massachusetts General taws Chap-
ter 131. Section 40 provides:
Wnoeve.r violates any provision of this section shall be punished by a fine of not more
tna,7-twenty-five thousand dollars or by imprisonment for not more than rtwo years or botn.
Each day or portion thereof of continuing violation shall constitute a separate offense.
