52 LAKE RD WEST- October 26, 2011 Summation of file history.
September 8, 2008 – Complaint of septic smell from vent pipe. Not registered, form sent to owner and returned w/ Sabrina Yates as tenant. No response for inspection rec’d.
March 20, 2009 - Letter to Ms Yates requesting she schedule inspection as owner has registered for 2009.
April, 8, 2009 - Inspection scheduled is cancelled by tenant.

April 13, 2009 – Tel. message from Ms Yates saying she slept through phone call from re: dumpster offer.
April 13, 2009 - E-mail to Rob Angell seeking dumpster to help tenant. Rob responds that something can be done.
April 23, 2009 – E-mail to Rob Angell saying container full, requesting it be pulled.
Response from Rob, 4/24/09, saying contents weighed 1.46 tons!
April 28, 2009 – Letter to Ms Yates requesting she re-schedule inspection and informing her of weight of container contents.
May 22, 2009 – Letter to Ms Yates again requesting (one of many) her to schedule an inspection on or before May 27, 2009.
May 10, 2009 – Complaint filed by neighbor stating he has been having trouble renting his house because of conditions at 52 Lake Road West. (caller spoke with BGM)
June 5, 2009 – Inspection scheduled for 10 am, but re-scheduled for 2:30 pm at request of Harvey Powell. No access but Mr. Powell states he is making repairs for owner.
October 9, 2009 – Letter to owner requesting his presence at property within the following two weeks.
October 21, 2009 – Scheduled to meet owner at property at 2:30 pm. Tenant not at home, no access gained.
January 2010 – Photo of back yard by neighbor
January 15, 2010 – Complaint filed listing trash problem, leaking roof.
March 24, 2010 - Complaint from neighbor about trash, etc.
March 25, 2010 – rec’d call from man named Keith 508 737-4509 saying he is coming to Cape and will have everything cleaned up in a day or two. He will help get an inspection scheduled
by Sabrina for owner and myself.
April 5, 2010 – Received call from Nicole Muller of The Register seeking background info for human interest story.
April 8, 2010 – Story published in Register newspaper. Tenant name changed to “Mary”.
April 9, 2010 – E-mail to Rob Angell after receiving complaint from neighbor on overflowing dumpster. Rob responds that he is not directly involved, only spoke with Mr. Morrison at DY
saying there would be no charge to empty contents.
April 10, 2010 – Inspected house with owner. He made a list of needed repairs and will begin at once and call for re-inspection.
May 20, 2010 – Owner reports he has been working on issues, is waiting for a new storm door. All else is either done or in process.
June 30, 2010 – Neighbor complaint for trash and furniture in yard. Called owner to schedule clean up of yard and inspection.
August 23, 2010 – Rec’d copy of letter to Ms Yates of mandatory meeting regarding her property to be held, Sept. 10, 2010.
September 10, 2010 – FAXed copies of YPD responses to Meg Chaffee for 52 Lake Rd West to add to file.

December 3, 2010 – received and returned call from neighbor regarding blowing trash. Neighbor states trash is only cleaned up and yard maintained when complaints are filed and/or when
inspections are pending. I advised neighbor to call H.A.C. every time there is a problem.

February 3, 2011 – Letter to Owner and Meg Chaffee at H.A.C. request a meeting. Enclosed copy of photo taken by Bldg Inspector Andrew Arnault showing rubbish, trash and debris.
February 15, 2011 – Received call from owner stating he was there in January and trash wasn’t bad. Please call with advice on how to proceed.
Returned call with request to schedule inspection.

April 20,2011 – Letter to Meg Chaffee at H.A.C. with series of photos depicting “usual” conditions found at property. Request info on what steps they may take.

June 8, 2011 – Received call from “Brother” (no name given)of Sabrina Yates. Stated he was in Boston, but would be down with help to clean up yard and there would be no further problems.
Stated that Sabrina was going to move out of state soon. NOTE: Phone number caller ID was shown as belonging to a Jenna Grace in Barnstable.
August 1, 2011 – Trash complaint referred to H.A.C.

August 3, 2011 – Rec’d call from Meg Chaffee stating and inspection is scheduled.
August 17, 2011 – Complaint noting strong odor of gasoline coming from back yard. Several marine type gas cans in yard, wondering if they have been emptied onto ground.
NOTE: I called YFD and requested a response to property. YFD determined that there was no immediate danger upon arrival.

October 14. 2011 – Rec’d copies of photos taken 10/9 by neighbor of trash in yard.
October 17, 2011 – Spoke with neighbor who stated that trash has been building up again and that photos were taken due to odor of trash. Most of the trash ahs been moved to the front
yard now.

October 18, 2011 – Letters issued to owner and to Meg Chaffee at H.A.C. requesting they be available to meet with Health Director and myself to discuss tenancy and continuing nuisance
complaints at property. Photos to both w/ additional YPD Police responses to Ms Chaffee.
October 25, 2011 – Having rec’d responses from both parties, meeting scheduled at Health Office for Thursday, October 27, 2011, at 4 p.m.
October 25, 2011 – Sabrina Yates and Harvey Powell in office to say that she has been told by Mrs Hunagel that we are having her evicted. She then complained about the landlord, with
Mr Powell agreeing, stating that he doesn’t make repairs and that Mr Powell has had to do work for him as, “he doesn’t know what he’s doing”. She asked if she could attend the meeting
and I stated that she could not.
October 26, 2011 – Checked with Town Clerk on dog licenses. There are no current licenses at property. Previously in 2009, two pit bulls were licensed at the property.
