Hi.
Old Kings + ay
His c D'stoct
%an you for allowing Fred and me access to your home yesterday to
examine the five windows you are seeking to replace..
This is a summary of our findings: All of the windows Fred and I examined
are antique. Three appear to date from the second quarter of the
nineteenth century, and two (the 12/8 ground floor east facing gable end
and the 6/6 second floor west facing gable end) from an earlier period,
probably from the late 18th century. In all likelihood those two are original
to the house, notwithstanding the commonly assumed 1750 date of
construction..
Please bear in mind that Yarmouth's Old Kings Highway has adopted in
principal The Secretary of Interior's Standards for the Treatment of Historic
Properties." All five windows being considered for replacement could be
regarded, in the language of the Standards, as "character defining
features" of your house, and all appear to be repairable,
Again, quoting from the standards, "Changes to a property that have
acquired historic significance in their own right will be retained and
preserved." In my judgement, the three nineteenth century windows Fred
and I examined yesterday "have acquired historic significance," and
therefore, together with the two original windows, should be given
committee protection. However, as I have told you, mine is only one vote,
so if you wish to pursue a COA for replacement of any or all five, you are
welcome to do so.
Finally, as promised, here is some pertinent reading material for you:

To The Old Kings Highway Committee, AUG 1 1 2025 JUL 2 2 2025

This is regarding the application for the Ces19 cateeo4ppropriateness forswind District
replacement at 421 Main Street, Yarmouthport. We would Like to pursue the next phase of
window replacement and have submitted the required documentation. We feel that more
explanation is required than form allows.
This home has been in our family for over eighty years. We appreciate its historic
significance and work hard to maintain it. We are in the midst of replacing the windows to
ensure that the home is safe and sound for current and future generations. In October of
2024, Application #24-A134 was reviewed and approved to replace 4 windows (2 in front
(Rte 6A) and 2 facing West (Clark Rd)). We requested "like for like" 2 over 2, but the
committee amended to 6 over 6. Our understanding of the reasoning was that this would
match the other antique homes on 6A. Those windows have been replaced. This
application is a follow-up to replace the remaining 5 windows. 3 on the ground floor and 2
on the 2"1 floor. These windows are not safe in their current condition as there is wood rot
due to moisture and loose/broken glass.
This request was sent to the office on 4/24/2025 for review. In correspondence with
Lisa Sherman, we thought that this would be an administrative procedure. As window
replacement had previously been approved and the new windows would be 6 over 6 to
match the windows that were just replaced. (This may have been my misunderstanding.)
The new windows were ordered.
Recently, we were contacted by Lisa Sherman and the Chairman requested an
inspection of the windows. While I assumed that this was just an external inspection, we
learned that an internal inspection was required and thus we made arrangements to do so.
All the windows in review are 6 over 6 with the exception of 1 that is 12 over 8. It faces East
(driveway). We have decided that this window will remain 12 over 8 and we will restore it
and replace the storm window in a fashion that will match the window sash (check rail).
This will be a labor and time intensive effort for this unique and distinctive window. We
would like to proceed with the replacement of the remaining 4 windows. I have drawn a
crude map to describe the window placement for reference. Only one of these windows
faces 6A (#6 on map). As the storm windows don't align with the check rail, it really isn't a
good look in its current condition. It would be more appropriate for it to match the other
windows and provide a safe environment in the home.
Thank you for your consideration of this application.
Betsy and Fred Perret
