HomeMy WebLinkAboutpollution control plan signed 8.13.2025POLLUTION CONTROLL PLAN FOR THE YARMOUTH SEASIDE FESTIVAL Fireworks Display 8:00 October 12, 2025 or (Rain Date) October 13, 2025 Attached please find a signed statement from the American Thunder Fireworks, Inc. which provides information requested by this commission regarding product information, Pollution control and safety measures taken by them. Mr. Pearce will be in attendance to answer any additional questions. In addition to their plan: The Yarmouth Fire Department traditionally escorts the fireworks to the beach area and remains on site throughout the display and entire cleanup by the fireworks company. They also return at first light which will be 6:50 a.m. to do another safety check of the area and check for debris. We have contracted with Cooper Landscaping Co. who have agreed to have a crew of 3 on the beach between 7:00 and 8:00 a.m, to manually do a thorough search and cleanup of any fireworks debris on either Monday the 13th or Tuesday the 14th. Peter Sumner of Mid - Cape Nursery has volunteered his crew of 6 if needed and we have just learned that the Yarmouth Rotary will be volunteering 10 members to assist in cleanup. The tides for these dates at Sea Gull Beach are as follows: Oct. 12 - Low tide at 11:28 a.m. and High tide at 5:44 pm Oct. 13 - Low tide at 12:14 a.m. and High tide at 6:35 a.m. and Low tide12:28 p.m. Oct. 14 -High tide at 4:20 a.m. and Low tide10.33 a.m. and 4:46 p.m. The Yarmouth Seaside Committee is responsible for all firework debris cleanup and will have one member and myself do a final inspection of the beach area after the cleanup is complete. NIA 01864 978.664.0057 978.664.9886 &ElE81CANIBUH01R;=YERi10N,HtT Please see below plan related to the cleanup and pollution control for your proposed fireworks display to be launched at 8pm on October 12th, 2025 (rain date October 13th, 2025) as part of the Yarmouth Seaside Festival celebration. • Product Type o Traditional ball -type shell Prevention of Plastic Debris o As an additional control measure, American Thunder Fireworks, Inc. (ATFi) will manually remove any factory installed plastic, to the best of our ability Debris Removal o During performance of the shell, the chemical components (e.g. black powder & oxidizer) are depleted and there are no remaining components to degrade or clean up o Debris present will be majority biodegradable cardboard and/or paper along with the possibility of small pieces of water-repellent coated paper fuses o ATFi will remove any large visible debris and rake the area directly following the display and again at our "first light" safety check at dawn Additional Concerns: o We would like to clarify that the only metal present during our displays are the screws used to build our fireworks racks. We will caution our crew to be diligent as to not drop any screws when building and breaking down. We also do not utilize any foil components in this display, and there are no cakes, which often have a foil covering, included in this display. As part of the cleanup process, we have advised that the Sponsor hire a landscaper/beach sweeper to complete a thorough cleanup on the day following the display, after high tide. High tide for the 10/13/25 is approximately 5am. As a reminder, our contract stipulates "The Sponsor agrees to procure and furnish the following: a suitable location for the display, all necessary police detail(s), fire detail(s), sponsors protection, snow fencing for proper crowd control, vehicle parking and proper clearing of debris following the display." Prepared for: Yarmouth Seaside Festival Show Date: 10/12/2025 (rain date 10/13/2025) Severe Weather Procedure: 196 PARK STREET NORTH READING, MA 01864 978.664.0057 978.664.9886 AMERICANIHUNCEN-VEEIZON'NEi All employees sign company Evacuation and Accountability form upon arrival to site to document employees present Monitor weather in advance of display - If inclement weather is anticipated, notify the sponsor o Show will not be loaded and may be cancelled if deemed not safe Arrival & Show Plan: - Crew arrives in company & personal vehicles at -8am and checks in - Explosives and equipment arrive with CDL hazmat driver in truck with placards - Explosives truck is escorted to site, if required Equipment is unloaded from truck and crew builds racks Explosives are unloaded from truck and loaded into racks and wired -8pm shoot display -8:30pm display ends, and procedure below is followed Break down and dismantle racks/load equipment -10:30pm leave site Misfire & Dud Procedure: - Following completion of display, allow racks to cool for approximately minutes - Visually and physically check all racks to confirm if there are any unfired shells present - If a misfire is discovered, rewire and fire the shell o If shell cannot be rewired for any reason or is discovered during our "First Light" search at dawn, it is returned to our storage magazine and disposed of
