As proposed, the former 3,600 square foot laundromat on site will be razed and replaced with 26 residential units amongst three buildings. Based on the provided site plan, two of the buildings will contain 10 units and one building will contain six units. A total of 30 parking spaces are proposed to support the residential use. Access to the site is proposed via a full access driveway on Pine Grove Road. The site location in relation to the surrounding roadways is shown on Figure 1. This report has been prepared to estimate the project traffic generation, evaluate the safety of the site access points, and provide a qualitative assessment of the impacts of this traffic on the adjacent roadway network. As documented in this report, assuming trimming or clearing of overgrown vegetation, the proposed driveway intersection with Pine Grove Road exceeds the minimum required sight distances and therefore safe operation can be expected. It is recommended that any proposed landscaping, signs or fencing in the vicinity of the driveways be kept low (maximum 2 feet in height from street level), or set back sufficiently so as not to impede the available sight distances. Traffic increases on Pine Grove Road are expected in the range of 10 to 13 additional vehicles during peak hours, or approximately one additional vehicle every four and a half to six minutes. On Route 28 west of the site, six to eight additional vehicles are expected, representing one additional vehicle every seven and a half to 10 minutes during peak hours. These increases are minimal and well below the thresholds that could otherwise require preparation of a full traffic impact study. Figure 1 Site Location Map TRAFFIC VOLUMES Traffic volume and vehicle speed information along Pine Grove Road near the site were obtained from an automatic traffic recorder (ATR) count conducted in June 2025. The counts were conducted at the end of the month. To determine if the count data needed to be adjusted to represent annual average month conditions consistent with MassDOT guidelines for traffic impact Chappell Engineering Associates, LLC Civil • Structural • Transportation • Surveying Traffic Assessment Residential Development, South Yarmouth, Massachusetts 25051 TA 072325 Page 3 assessment, seasonal adjustment factors from the Cape Cod Commission’s 2019 Traffic Counting Report for Cape Cod Massachusetts were obtained. Based on the data, traffic counts taken in June are approximately 11 percent higher than average month conditions. Therefore, to provide a conservative assessment the counts were not downwardly adjusted. The Cape Cod Commission (CCC) Seasonal Adjustment Factors are provided in the Appendix. The MassDOT Traffic and Safety Engineering 25% Design Submission Guidelines were updated on May 31, 2022. These new directives note that traffic volume data collected after March 1, 2022 are no longer subject to any adjustments to represent pre-pandemic traffic volume conditions, except in areas where land use is predominantly office. Therefore, since the traffic volume data were collected in June 2025 and land use in the area is predominantly residential and commercial, COVID adjustments do not need to be applied to the data. Table 1 summarizes the 2025 Existing traffic volumes on the study area roadways. VEHICLE SPEEDS Speed measurements were conducted along Pine Grove Road adjacent to the site over an extended period in conjunction with the automatic traffic recorder count. The results of the speed measurements are summarized in Table 2. As shown in Table 2, average travel speeds along Pine Grove Road adjacent to the site were recorded to be lower than the posted speed limit of 30 miles per hour (mph), with 25 mph traveling northbound and 24 mph traveling southbound. The 85th percentile travel speeds were found to be comparable to the posted speed limit with 29 mph traveling northbound and 30 mph traveling southbound. Since the 85th percentile travel speeds were found to be equal to or lower than the posted speed limit, the posted speed limit was used in the calculation of minimum sight distance requirements, as described below. SIGHT DISTANCE To identify potential safety concerns associated with site access and egress, sight distances have been evaluated at the proposed driveway intersection with Pine Grove Road to determine if the available sight distances for vehicles exiting the site meet or exceed the minimum distances required for approaching vehicles to safely stop. The available sight distances were compared with minimum requirements, as established by the American Association of State Highway and Transportation Officials (AASHTO).1 AASHTO is the national standard by which vehicle sight distance is calculated, measured, and reported. The MassDOT and the Executive Office of Energy and Environmental Affairs (EEA) require the use of AASHTO sight distance standards when preparing traffic impact assessments and studies, as stated in their guidelines for traffic impact assessments. Sight distance is the length of roadway ahead that is visible to the driver. Stopping Sight Distance (SSD) is the minimum distance required for a vehicle traveling at a certain speed to safely stop before reaching a stationary object in its path. The values are based on a driver perception and reaction time of 2.5 seconds and a braking distance calculated for wet, level pavements. Stopping sight distance is measured from an eye height of 3.5 feet to an object height of 2 feet above street level, equivalent to the taillight height of a passenger car. The SSD is measured along the centerline of the traveled way of the major road. Intersection sight distance (ISD) is provided on minor street approaches to allow the drivers of stopped vehicles a sufficient view of the major roadway to decide when to enter the major roadway. By definition, ISD is the minimum distance required for a motorist exiting a minor street to turn onto the major street, without being overtaken by an approaching vehicle reducing its speed from the design speed to 70 percent of the design speed. ISD is measured from an eye height of 3.5 feet to an object height of 3.5 feet above street level. The use of an object height equal to the driver eye height makes intersection sight distances reciprocal (i.e., if one driver can see another vehicle, then the driver of that vehicle can also see the first vehicle). When the minor street is on an upgrade that exceeds 3 percent, grade correction factors are applied. SSD is generally more important as it represents the minimum distance required for safe stopping while ISD is based only upon acceptable speed reductions to the approaching traffic stream. However, the ISD must be equal to or greater than the minimum required SSD in order to provide safe operations at the intersection. In accordance with the AASHTO manual, “If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions. However, in some cases, this may require a major-road vehicle to stop or slow to accommodate the maneuver by a minor-road vehicle. To enhance traffic operations, intersection sight distances that exceed stopping sight distances are desirable along the major road.” Accordingly, ISD should be at least equal to the distance required to allow a driver approaching the minor road to safely stop. The available SSD and ISD at the proposed site driveway intersection with Pine Grove Road were measured and compared to minimum requirements as established by AASHTO. Since the requirements are based on the adjacent street speed of traffic and the 85th percentile speeds were found to be equal to or less than the posted speed limit, the posted speed limit was used in determining the minimum sight distance requirements. The required minimum sight distances are compared to the available distances, as shown in Table 3. As shown in the table, assuming the clearing of overgrown vegetation on the west side of Pine Grove Road south of the site driveway, the minimum required sight distances are exceeded looking south of the site driveway while looking north sightlines are visible through the intersection of Pine Grove Road and Route 28. Vehicles turning onto Pine Grove Road from Route 28 will be traveling much slower, allowing traffic exiting the site driveway ample time to react to turning traffic. To ensure that minimum required sight distances are maintained at the site driveway intersection, it is recommended that any proposed landscaping, fencing, or signs in the vicinity of the driveways be kept low (maximum 2 feet in height from street level), or set back sufficiently so as not to impede the available sight distances. TRIP GENERATION The traffic to be generated by the proposed multi-family residential development project was estimated using the Institute of Transportation Engineering (ITE) Trip Generation Manual.2 As proposed, 26 residential units are to be located within three buildings. Each unit will be accessed via a central entry and stairway. Accordingly, Land Use Code (LUC) 220 (Multifamily Housing, Low-Rise) was used in estimating the traffic generation characteristics of the project, as shown in Table 4. As shown, the proposed residential development is expected to generate 180 trips (90 in and 90 out) on a weekday daily basis, of which 10 trips (2 in and 8 out) would occur during the weekday AM peak hour and 13 trips (8 in and 5 out) would occur during the weekday PM peak hour. Of further note, the ITE has specified the long-term effects of the COVID-19 pandemic on trip generation and how it relates to various land uses. Specifically, for residential uses, it is expected that “the proportion of the overall labor force that will be permitted to and will choose to work from home is expected to remain higher than it was pre-pandemic. This shift will likely result in an overall reduction in weekday peak period commuting trips. Individuals working from home may also experience shifts in trip patterns resulting in home-based trips being spread more broadly throughout the day”. Based on this information, the trip generation of the site will likely be lower than estimated in Table 4 and therefore this study provides a conservative assessment. Furthermore, the site is presently occupied by the former Laundry Center of Cape Cod. Accordingly, a comparison was made between the traffic generated by the former use and the traffic expected to be generated by the proposed residential use to determine the change in site traffic. Since the former laundry center is closed, the ITE Trip Generation Manual was used to estimate trips. A review of ITE LUCs shows there is no dedicated land use for laundromats or dry cleaners, however, to provide an estimate of trips other land uses were reviewed. The ITE provides a land use code for strip retail plazas which often contain laundromats, therefore since the area surrounding the laundromat is commercial in nature, the trips associated with the former laundromat were estimated using LUC 822 (Strip Retail Plaza <40k). Table 5 summarizes this comparison. As shown, based on the above estimates, there is expected to be a slight decrease in weekday daily trips between the former laundromat use and the proposed residential use. During the weekday AM peak hour the trip generation is expected to be comparable to the laundromat use and during the weekday PM peak hour, it is estimated that the site will generate 11 fewer trips than the laundromat. It should be noted, that even without taking credit for the former laundromat use, these traffic increases are well below the Transportation Impact Assessment (TIA) Guidelines established by MassDOT to determine the traffic study area for development projects. These guidelines specify that the study area for analysis of a development’s traffic impacts should include any intersection where site-generated trips increase the peak hour traffic volume by a) five percent or more, or b) by more than 100 vehicles per hour. The traffic generation associated with the multifamily development described above is below these thresholds and does not justify the preparation of a full traffic impact study. TRIP DISTRIBUTION The distribution of traffic generated by the project is based on Journey-to-Work data provided by the U.S. Census Bureau for residents of South Yarmouth as well as the observed travel Chappell Engineering Associates, LLC Civil • Structural • Transportation • Surveying Traffic Assessment Residential Development, South Yarmouth, Massachusetts 25051 TA 072325 Page 9 routes/patterns of existing traffic. It is accordingly expected that 60 percent of site traffic will be to and from the west on Route 28 with 40 percent to and from the east on Route 28. Given the site’s proximity to the ocean south of the site, it is not expected that a significant portion of traffic is expected from the south on Pine Grove Road. The U.S. Census data are provided in the Appendix. TRAFFIC INCREASES Since the former laundry center has closed, the increase in traffic on the adjacent roadways was conservatively estimated as all new to the area. Based on the traffic generation and distribution patterns, six to eight additional vehicles are expected on Route 28 west of the site, representing one additional vehicle every seven and a half to 10 minutes during peak hours. East of the site on Route 28, four to five additional vehicles are expected during peak hours, representing one additional vehicle every 12 to 15 minutes. On Pine Grove Road, north of the site, traffic increases are expected in the range of 10 to 13 additional vehicles, representing one additional vehicle every four and a half to six minutes during peak hours. These increases are minimal and well within the daily fluctuation of traffic. Furthermore, smaller increases in traffic are expected during all other hours of the day. SITE ACCESS Access to the 26 residential units is proposed via a new full access driveway on Pine Grove Road. All internal drive aisles are proposed to be at a minimum 22 feet wide. It is recommended that a STOP sign (MUTCD R1-1) and stop line be installed on the driveway exit to Pine Grove Road. CONCLUSIONS  The project consists of razing the former Laundry Center of Cape Cod on site and constructing 26 residential units within three buildings. Two of the buildings will contain 10 units and one building will contain six units. A total of 30 parking spaces are proposed to support the residential use. Access to the site is proposed via a full access driveway on Pine Grove Road.  The development project is expected to generate 180 vehicle trips on a weekday, with 10 vehicle trips occurring during the weekday AM peak hour (2 entering and 8 exiting) and 13 vehicle trips occurring during the weekday PM peak hour (8 entering and 5 exiting). Once distributed onto the adjacent streets, six to eight additional vehicles are expected on Route 28 west of the site, representing one additional vehicle every seven and a half to 10 minutes during peak hours. East of the site on Route 28, four to five additional vehicles are expected during peak hours, representing one additional vehicle every 12 to 15 minutes. On Pine Grove Road, south of the site, traffic increases are expected in the range of 10 to 13 additional vehicles, representing one additional vehicle every four and a half to six minutes during peak hours. These increases are minimal and well within the daily fluctuation of traffic. Furthermore, smaller increases in traffic are expected during all other hours of the day.  The above increases are well below the Transportation Impact Assessment (TIA) Guidelines established by MassDOT that could otherwise require a full traffic impact study.  It is recommended that a STOP sign (MUTCD R1-1) and stop line be installed on the driveway exit onto Pine Grove Road.  Assuming the trimming or removal of overgrown vegetation on Pine Grove Road, the minimum required sight distances are exceeded at the proposed site driveway intersection with Pine Grove Road and therefore safe operation can be expected.  It is recommended that any proposed landscaping or signs in the vicinity of the site driveways be kept low to the ground (less than two feet above street level) or set back sufficiently so as not to impede sight distances for drivers exiting the site.
