(BSC) is filing this Request for a Certificate of Compliance (RCOC) on behalf of Lisa Warren for the completed (and ongoing) work at 18 Crab Creek Lane, Yarmouth Port, Massachusetts (the Site). The Order of Conditions (OOC SE 83-2191) was issued on May 29th, 2019, and referenced a plan titled “Plan of Land with Wetland Delineations” dated 4/30/2019. The project included permitting and maintenance of the existing historic walking path for water access, grassland habitat maintenance, and invasive species management. The OOC for this project allowed mowing of the salt marsh portion of the lawn up to two times per year to prevent the spread of Phragmites into the yard. The homeowners have only mowed the marsh portion of their lawn two times per year in accordance with the OOC. This year the homeowners have not mowed a central portion of their lawn, which has been left to grow naturally. The OOC has expired, and as such the homeowners are requesting a Certificate of Compliance to close out the permit. The homeowners would like the COC to allow mowing of the marsh portion of their lawn two times per year in perpetuity to keep the Phragmites from spreading. We respectfully request that this matter be heard at the next scheduled Conservation Commission hearing. A copy of this RCOC application has also been sent to the Southeast Regional Office of the Department of Environmental Protection. Photo #2: View along the western perimeter of the Site. The dense stand of Phragmites along the western perimeter has not spread into the yard. Groundsel tree has established itself a little further behind the high tide bush, and saltmeadow cordgrass dominates the rest of this area. Photo #4: Close up view of the naturalized area in the middle of the Site. This area is dominated by saltmeadow cordgrass, chairmakers bulrush, seaside goldenrod, and Asiatic greenhead sedge.
