Good afternoon – we wanted to provide an update on a transformer oil release that occurred this morning from a utility-pole mounted transformer near 36 Follins Pond Road. A brief summary is provided below: * The release occurred as a result of storm damage. * Release details – * Approximately 28 gallons of assumed non-PCB transformer oil (PCB analytical testing is pending) * Impacts were observed to the asphalt road surface, drainage features within the roadway and surface water within Follins Pond * Free oil was recovered from the draining features within the roadway * There was no free product observed to surface water, only sheening * Initial Regulatory Notifications * MassDEP – assigned tracking number 4-52576 and approved response actions including containment and excavation of impacted solids * National Response Center (NRC ) – assigned number 1445340, which triggered the initial notifications to the Coast Guard, USEPA and the municipality * Tighe & Bond and Eversource spoke with Victoria Cotone, Assistant Director, Natural Resources to discuss response and remediation * Response Actions * Clean Harbors responded to the Site today to initiate response actions * Hard boom and oil sweeps were deployed to surface water to contain sheening * Oil absorbents and soft boom were deployed in multiple rows across the impacted street * Oil and sheening was removed to the extent feasible by vacuum excavation from the impacted roadway and stormwater structures * Additional boom was deployed within the impacted stormwater structures once they were evacuated * Containment measures will be left in place over night * Additional Response Actions * Clean Harbors will return to the Sitew tomorrow to continue response actions * We would like to speak to the Commission tomorrow about issuing an emergency certificate to remove impacted sand from beach as needed to address residual sheening. * I can be reached by cell, (617)686-2310 to discuss.
