Date:Monday, October 6, 2025 9:46:43 AM Attachments:Consultant Table 2025.pdf Hello, We received a partial after-the-fact filing from Izzy Thursday afternoon (after the filing deadline) for the patio with salt marsh mitigation instead of the typical mitigation. You may pursue this method if you consult with a wetland restoration specialist ((a person or company that has at least 3 years of experience in performing wetlands assessment + restoration OR a person who holds an advanced degree in wetland science OR a person that holds a Professional Wetland Scientist (PWS) certification), though a Certified Ecological Restoration Practitioner with the society of ecological restoration is preferred, see attached table) for its design per my email below from August. I received your note about qualifications - if you can include reports showing the successful implementation of 3 similar projects your firm has designed in New England in the past 10 years the Commission can consider your application without the wetland’s specialist. The Site Plan must show: Resource areas and 35’, 50’, + 100’ buffer zones plan notes must be revised to reflect only this project, not the bulkhead replacement previous requirements from 083-2488-Outline of previously approved mitigation must be shown. Remove old mitigation table. Plant notes must be updated to reflect this project only Mitigation area must include 3 species. If you are requesting a variance to this requirement, the request must be included in the narrative Must note that it is based on on-the -ground surveyed site information or stamped by a surveyor. The application is also missing the below: Fees- bylaw (after-the-fact, so double the regular fee), town portion or WPA fee, and legal ad. WPA form must be updated to reflect this application, not the prior one for the bulkhead Project type Check numbers Original signatures Abutters list must be dated within 30 days Certified mail receipts for abutters at 32 Prince and 44 Prince. PDF of entire revised application emailed to Joe, DEP, and me Hardcopies: Per the checklist, we only need one copy of the entire application printed double sided with an original wet stamped plan plus 7 copies of the plan. Once all these revisions are made, please email a PDF containing the full compiled revised application so we may check the draft before you resubmit the hard copies. I highly recommend you complete the required plan revisions for 083-2488 so that permit may be issued prior to moving forward with this project. Hello, Please review section 6.02 of the local regulations for mitigation standards. The commission considers buffer zone enhancement through planting as mitigation, and to my knowledge has never accepted marsh restoration as mitigation in the past. The commission would likely require a professional wetland restoration specialist to be part of the permitting to ensure the site and strategy are suitable for this. Of course you are always welcome to submit an application. The plan must show buffer zones and a mitigation table, along with clear existing and proposed conditions. We should proceed with the new filing right away so the board sees the entire project. I am copying Brittany for her opinion prior to filing so we are all on the same page. Our narrative will include procedures and a plan to ensure the marsh survives as that will be a requirement in the ooc if issued.
