HomeMy WebLinkAbout5193 897 Route 28 Planning Board Comments 11.12.25 T O W N O F Y A R M O U T H 1146 ROUTE 28, SOUTH YARMOUTH, MASSACHUSETTS 02664-4492 Telephone (508) 398-2231, Ext. 1276, Fax (508) 398-2365 MEMORANDUM To: Zoning Board of Appeals From: Planning Board Date: November 12, 2025 Subject: Ch 40B Comprehensive Permit Application – Petition #5193 897 Route 28, South Yarmouth The Planning Board has reviewed the supplemental materials submitted to the Zoning Board of Appeals related to the Ch 40B Comprehensive Permit Application for 897 Route 28, South Yarmouth. There appear to be multiple options shown and the specific project being proposed by the applicant is unclear. The Planning Board remains interested in this project and the applicant’s presentation at the November 13th continued Public Hearing. In the meantime, the Planning Board would like to offer the following additional general comments for consideration by the ZBA. 1. Eligibility Letter: Before significant additional staff time and efforts are expended on review of subsequent proposals for a new permit, a new Eligibility Letter should be required for this modified project with additional housing units and no mixed-use. 2. Access & Circulation: Both revised site plans show one means of entry/egress off of Route 28. This configuration offers no way to turn around a trash truck without backing out onto Route 28, which is not allowed. A second means of egress is needed to allow for adequate circulation for trash trucks, fire trucks and moving trucks. 3. Buffers: The buffers continue to be insufficient. The two site plan options show the buildings within 10’-11’ of Pine Grove Road and 4.5’ to the western property line. The rear of the property continues to be clear cut to the southern property line eliminating all the mature trees. 4. Families: With three 3-bedroom units, no outdoor play space is shown for children. 5. Density: The difficulty meeting minimum vegetated buffer requirements, building setbacks, and lack of play space for children would indicate the density of 24.8 units/acres is too high for this 1.09 acre site.
