Background
Since the discovery of per- and polyfluoroalkyl substances (PFAS) in Yarmouth's water supply, the Town has worked to
improve water quality through short-term mitigation efforts and long-term planning. In particular, the Town has aimed to
develop a solution that effectively serves the sharp increase in water demand experienced during the summer. An
extensive alternatives analysis evaluation found that implementing seasonal treatment at Wells 10 & 11 is the most
practicable, feasible, time -effective, and cost-effective solution to meet the Town's seasonal Maximum Daily Demand
(MDD). This project will bring Wells 10 and 11, which have been offline for PFAS exceedances, back online.
Area Description
The proposed project will take place on existing water supply land within the R40 zoning district. The 6l-acre parcel
containing both wells is owned by the Town of Yarmouth and is connected to Forest Road for Well 10 access and Kristin
Path for Well 11 access. The site is currently developed for the use of public water supply in two locations, at Well t0 and
Well 1 t, each containing a pump station, a corrosion control facility, and associated site features such as paving and
security fencing. The parcel is bordered by undeveloped forested land on the southern and north-eastern boundaries, and
by developed residential land on the south-eastern, western, and northern boundaries.
Activity/Work Description
The proposed project includes new infrastructure and improvements to add PFAS treatment at Wells 10 & 11. The site
usage is not being changed, and will continue to be used to serve drinking water to the Town of Yarmouth. It includes 1) a
new raw water main connecting Well 10 to Well 11; 2) a new equipment pad with one 2'-0" diameter cartridge filter and
two 12'-0" diameter GAC vessels; 3) a new 5,800 cubic foot infiltration basin for stormwater and backwash waste; 4)
replacement of each well pump at Well 10 and Well 11; 5) a new backup generator and associated propane tank at Well
10 and Well 11, 6) associated new flow control and measurement, SCADA control, instrumentation, and electrical
upgrades. The project does not propose the demolition of existing buildings or any modifications within the 20'-0"
property setbacks.
