The full application is available online at: https://www.yarmouth.ma.us/AgendaCenter/ViewFile/Agenda/_11142025-4602 Due to the size of the materials, I will send the meeting packet via a separate email to be sure everyone gets this email. 433-439 Station Avenue: The applicant is proposing to raze the Sunoco building and the adjacent physical therapy offices to allow for the construction of a new fast food restaurant (Taco Bell) with drive through and associated site work. They will need a variety of relief from the Zoning Board of Appeals. The applicant had met with town staff in June where we expressed concerns about vehicle/pedestrian traffic circulation. The Taco Bell will likely be a big draw for the DY students as well as the pedestrian safety concerns along Station Avenue which were identified as part of the Cape Cod Commission Station Avenue Corridor Study. The applicant had a traffic study done for the driveways and the Old Town House/Station Avenue intersections with the conclusion that “Project-related traffic increases will not result in significant increases in overall traffic volumes or traffic delays within the study area”, and “In general, Project-related traffic can be adequately accommodated within the existing infrastructure with minimal impact on the traffic operations within the study area.” There does not appear to be anything directly related to pedestrian safety. The on-site circulation creates a number of conflict points, especially for those entering from Old Town House Road going to the drive-through which may also result in blocking of some parking spaces. They are also showing the required stacking area for 10 cars as bumper to bumper whereas the bylaw requires 23’ per car. I sent them the previous site layout the DRC reviewed for the Coffee Shop (see attached) which created far fewer conflicts (and less likely to be used as a cut through). I have also been told Taco Bell gets deliveries via a WB-67 tractor trailer (very large). Deliveries would need to be made off hours as the truck would further block site circulation. No changes to the site layout were made based on staff comments. Site Work: 1. Buffers: The proposed project does provide a 20’ vegetated buffer along the public ways and 10’ side buffer. Need more street trees and buffer trees to meet the zoning bylaw. All plantings to be native. 2. Lighting: Height of site lighting and overall footcandles exceed the bylaw. Architecture: 1. No modulations of the building facades which exceed 50’. 2. Consider some alternating of materials. Backside of projections at top of the building should have clapboard. 3.
