The Health Department has reviewed the process taken to remove the 275 gallon underground oil storage tank located at the above mentioned property and found that the determination made by Lt. Peter Raiskio to abandon the tank in place to be reasonable based on the fact that removal ofthe tank could jeopardize the structural integrity ofthe building. According to Lt. Peter Raiskio the determination and prodcedue conducted to abandon the tank in place was in conformance with 527 CMR 9.00. Please keep in mind that ifyou decide to remove the tank at a later date, the tank removal may need to be addressed by the Fire Department. Ifyou encounter contaminated soil during the removal of the underground tank, you mus report your findings immediately to the Yarmouth Fire Department and the Yarmouth Health Department. Mass. 02673 Dear Mr. Grier; On December 19,1997,I met with Advanced Environmental at the above mentioned property concerning the structural integrity ofthe house ifthe oil tank was removed. It was determined by all parties at the location that the front portion ofthe house would be in jeprody ofcollapse if the tank was removed. The permit number for this property is 96-042. I ordered Advanced Environmental to abandon the tank in place by cleaning all product from the tank, remove the end ofthe tank with non sparking tools, then cutting the bottom center of the tank so that a soil sample could be taken about I foot below the bottom ofthe tank, and finally filling the tank with clean washed sand.. A (PID) detector was used in sampling the soil and no reading above 0.lppm was found, also no smell or visual signs ofproduct was noticed. According the guidelines of527 CMR 9:00, and EPA regulations this site was clean and the tank ceased to be a tank any longer. Yours in Safety; R$,t, 0-x: Peter a. (Advanced) conducted the closure of a 500 gallon capacity steel, underground heating oil storage tank (UST) at the above referenced property in West Yarmouth, Massachusetts (hereinafter the "Site"). The UST was located inside ofa concrete block bunker beneath the stairway and entrance to the site building. Please see the attached Yarmouth Fire Department permit. Upon arrival to the site, Advanced noted that the concrete block bunker acted as a tbundation to a concrete and brick slab. This slab formed the entrance landing. Further inspection ofthe bunker found significant cracks. In the opinion olAdvanced, if the LIS'l was removed from the bunker the slab lying above it would have no support and would collapse. It is also possible that the bunker walls would undergo further structural damage. In the opinion of Advanced based on our observations, abandonment ofthe UST in-place was the safest course ofaction. This opinion was shared by Lieutenant Raiskio ofthe Yarmouth Fire Department. Advanced removed a?ortion ofa bunker wall after pumping the remaining oil from the UST. Remaining sludge was removed from the UST and the interior was cleaned. The interior of the UST was observed to be free of pitting and/or holes. The bottom ofthe UST was cut open and a composite soil sample was collected from approximately one foot below its bottom. The collected soil sample was field screened with a photoionization detector (PID) using a headspace method, for the presence ofvolatile organic compounds (VOCs). No VOCs were found above the PIDs minimum detection limit of0.l part per million. No visual or olfactory evidence ofa release to the soil below the UST was observed. P.O. Box 47? .
