Commission required 6 foot buffer of native plantings and suggested the applicant address bank erosion by managing invasive vegetation April 2019 applicant submitted landscape plans for the buffer. October 2019 Roses were planted, invasive species plan submitted but only included the initial application of herbicide for knotweed and phragmites. October 2019 COC request was submitted. Coc was issued with ongoing conditions that invasive species continue to be managed using an approved management plan. None was ever received. January 2021 the NOI for 2270 was submitted for re-grading and stabilizing the coastal bank. OOC was issued including monitoring twice per growing season, additional species planted if stabilization was not reached, and ongoing invasive mgt. October 2021- BSC group submitted notice of work completion, but deviations noted from plans: compost sock was installed, bottom of bank is exposed, and beachgrass died on bottom third of bank. BSC group recommended replacing the plastic sock the following spring with a biodegradable coir log, and planting the lower bank and log with a mix of salt marsh grasses that were better suited to the site. This was not completed. November 2023: Coc request received. COC denied due to no monitoring, erosion, invasive species present, and silt fence remains. Next steps including repositioning the sock and additional plantings and monitoring outlined to stabilize bank April 2024 Extension request received and issued until 3/5/2027 January 2026 Second COC request received. Plugs have been planted but heaved. Some silt fence was removed. Other work was not completed.
