Hi Guys,
Please find attached the DRC Meeting Agenda and materials for the Tuesday January 13th
meeting at 4:00 PM in Conference Room B (lower level of Town Hall). The full application

703 Route 28: The Applicant proposes to redevelop the property by razing the existing
structure and replacing with six (6) dwelling units in three (3) duplexes, along with various
site improvements including access drive, drainage, and new utility services with municipal
sewer connection. Access remains off Route 28 with the elimination of one of the curb
cuts. A locked, paved connection to Mermaid Lane is provided for emergency use only.
Two parking spaces per unit will be provided in garages under the buildings. The property
is located within a floodplain and other wetland resource areas. The site will be
redeveloped utilizing Zoning Bylaw Section 414 – Village Centers Overlay District (VCOD)
VC1.
Architecture: I really like the architecture, has a boat house/cottage feel to it. They include
a nice Route 28 façade with front door entrance, like the variations in the roof and the
enhanced roof overhang with brackets. The middle building does not appear to have any
variations in the wall heights and the length of the interior wall facades are 54’ exceeding
the 50’ without a modulation. They should provide some additional information on the
building mounted lighting (there is not site lighting).
Site Work: The buffer landscaping is light, although they are doing a comprehensive
planting plan around the Parkers River. They are proposing a 6’ white vinyl fence along the
eastern property line. A nice cedar board fence would be preferrable. Transformer should
be located to the east of the driveway and not right in front of the building, and should be
screened

RE: 703 Route 28, The Residences at Parkers River, VCOD Site Plan Review Application
To Whom It May Concern,
BSC Group, Inc. (BSC) is pleased to present the following application package for a multi-family residential
development at 703 Route 28, on behalf of the Applicant, Steven M. Katz. This application is submitted pursuant to
Section 414 of the Town of Yarmouth Zoning Bylaws, for VCOD development. The following summary has been
prepared to assist the Town in its review of the proposed development, as outlined in the Operational Regulations of
the Yarmouth Planning Board.
Existing Site
The site was previously developed as a commercial property and contains an existing one-story building, which was
last operated as a furniture store and repair shop. The parcel is 35,248± square feet and is located in the B2 Zoning
District and the VC1, ROAD, and GIZ Overlay Districts.
The site has two (2) existing curb cuts along Route 28 and a paved parking lot. The site is located in a FEMA Zone
AE but the existing building does not comply with FEMA regulations. The existing building, parking lot and the on-site
sewage disposal system, all encroach on the buffer zones associated with the wetland resource areas that are
associated with Parkers River.
The building is currently served by an on-site sewage disposal system with a design flow of 1,800 gallons per day.
The leaching facility associated with this system does not comply with Title 5, primarily because of its location, which
is about 35 feet away from a wetland resource area.
The existing building is served by overhead electric and telecommunications services, natural gas, and domestic
water.
Proposed Development
The Applicant is proposing to redevelop this property by replacing the existing commercial building with three (3)
duplexes, providing a total of six (6) residential units. Prior to construction of any new facilities, erosion and
sedimentation controls will be established and the existing commercial building and shed will be demolished. The
proposed redevelopment of the site will result in a decrease in impervious area of approximately 7,645 square feet.
Site Access
The site is located on Route 28, which is a State Highway. Therefore, an Access Permit is required by MassDOT
prior to construction. The westerly curb cut will be closed permanently, and the easterly curb cut will be reconfigured
to comply with both MassDOT and local requirements.

The southeastern corner of the locus shares a common boundary with Mermaid Lane for approximately 16 feet. A
physical connection of the site’s driveway to the adjacent roadway (Mermaid Lane) is proposed as part of this project,
for the sole purpose of emergency access and will include a gate, which will be secured by Knox Box.
Each unit will have its own garage, which will include sufficient area for two (2) parking spaces.
Stormwater Management
Stormwater management facilities have been designed in accordance with the Massachusetts Stormwater Handbook
and the Town of Yarmouth Stormwater Management Regulations. Water quality catch basin units located on the
eastern side of the driveway will collect stormwater runoff from the drive and surrounding areas and pre-treat
stormwater prior to conveyance for recharge to the groundwater. A large subsurface infiltration system will be
constructed beneath the driveway. The system is comprised of 90-Cultec C-100HD leaching chambers in a bed of
crushed stone and has been designed to manage stormwater from design storms up to and including the 100-year
storm. Each of the three (3) water quality catch basin units on-site will discharge pre-treated stormwater to this
system.
Utility Services
The other utility services required to support this project include domestic water, electric, telecommunications and
natural gas. The existing water service will need to be upgraded to a 2-inch service and reconfigured to serve the
new buildings. The new buildings will each require new natural gas, electric and telecommunications services.
Wastewater Management
As noted above, the site was previously served by an on-site sewage disposal system. This system will be
abandoned-in-place and a 6-inch connection to the new municipal sewer system will be established prior to
occupancy.

The Applicant is proposing the redevelopment of an existing commercial property in
accordance with the provisions of the Village Center Overlay District (VC1), as multi-family
housing with a total of six (6) units, which will be located within three duplex housing units.
Access to the property is from Route 28. The existing curb cut will be reconfigured and
realigned. The proposed buildings will be constructed on pilings and raised above the Flood
Zone, in accordance with FEMA regulations. Each unit will have one (1) parking space
located under the building. A paved connection to Mermaid Lane at the southern end of the

CULTEC CONTACTOR® 100HD CHAMBER PRODUCT SPECIFICATIONS
GENERAL
CULTEC CONTACTOR 100HD CHAMBERS ARE DESIGNED FOR UNDERGROUND STORMWATER
MANAGEMENT. THE CHAMBERS MAY BE USED FOR RETENTION, RECHARGING, DETENTION OR
CONTROLLING THE FLOW OF ON-SITE STORMWATER RUNOFF.
CHAMBER PARAMETERS
1.THE CHAMBERS SHALL BE MANUFACTURED BY CULTEC, OF BROOKFIELD, CT. (203-775-4416 OR
1-800-428-5832)
2.THE CHAMBERS SHALL BE DESIGNED AND TESTED VIA FINITE ELEMENT ANALYSIS IN
ACCORDANCE WITH THE ASTM F2787 "STANDARD PRACTICE FOR STRUCTURAL DESIGN OF
THERMOPLASTIC CORRUGATED WALL STORMWATER COLLECTION CHAMBERS". THE LOAD
CONFIGURATION SHALL INCLUDE:
a. INSTANTANEOUS AASHTO DESIGN TRUCK LIVE LOAD AT MINIMUM COVER.
b. MAXIMUM PERMANENT (50-YEAR) COVER LOAD.
c.1-WEEK PARKED AASHTO DESIGN TRUCK LOAD.
3.THE INSTALLED CHAMBER SYSTEM SHALL PROVIDE RESISTANCE TO THE LOADS AND LOAD
FACTORS AS DEFINED IN THE AASHTO LRFD BRIDGE DESIGN SPECIFICATIONS SECTION 12.12,
WHEN INSTALLED ACCORDING TO CULTEC'S RECOMMENDED INSTALLATION INSTRUCTIONS.
THE STRUCTURAL DESIGN OF THE CHAMBERS SHALL INCLUDE THE FOLLOWING:
a. THE MINIMUM SAFETY FACTOR FOR LIVE LOADS SHALL BE 1.75
b. THE MINIMUM SAFETY FACTOR FOR DEAD LOADS SHALL BE 1.95.
4.THE CHAMBER SHALL BE VACUUM THERMOFORMED OF HIGH MOLECULAR WEIGHT HIGH
DENSITY POLYETHYLENE (HMWHDPE) WITH A BLACK INTERIOR AND BLUE EXTERIOR.
5.THE CHAMBER SHALL BE ARCHED IN SHAPE.
6.THE CHAMBER SHALL BE OPEN-BOTTOMED.
7.THE CHAMBER SHALL BE JOINED USING AN INTERLOCKING OVERLAPPING RIB METHOD.
CONNECTIONS MUST BE FULLY SHOULDERED OVERLAPPING RIBS, HAVING NO SEPARATE
COUPLINGS OR SEPARATE END WALLS.
8.THE NOMINAL CHAMBER DIMENSIONS OF THE CULTEC CONTACTOR 100HD SHALL BE 12.5
INCHES (318 mm) TALL, 36 INCHES (914 mm) WIDE AND 8 FEET (2.44 m) LONG. THE INSTALLED
LENGTH OF A JOINED CONTACTOR 100HD SHALL BE 7.5 FEET (2.29 m).
9.MAXIMUM INLET OPENING ON THE CHAMBER ENDWALL IS 10 INCHES (250 mm).
10.THE CHAMBER SHALL HAVE TWO SIDE PORTALS TO ACCEPT CULTEC HVLV® SFCX2 FEED
CONNECTORS TO CREATE AN INTERNAL MANIFOLD. THE NOMINAL INSIDE DIMENSIONS OF
EACH SIDE PORTAL SHALL BE 5.75 INCHES (146 mm) HIGH BY 7.5 INCHES (191 mm) WIDE.
MAXIMUM ALLOWABLE OUTER DIAMETER (O.D.) PIPE SIZE IN THE SIDE PORTAL IS 6.9 INCHES
(175 mm).
11.THE NOMINAL CHAMBER DIMENSIONS OF THE CULTEC HVLV SFCX2 FEED CONNECTOR SHALL
BE 7.6 INCHES (194 mm) TALL, 12 INCHES (305 mm) WIDE AND 19.7 INCHES (500 mm) LONG.
12.THE NOMINAL STORAGE VOLUME OF THE CONTACTOR 100HD CHAMBER SHALL BE 1.866 FT³ / FT

15.THE CONTACTOR 100HD CHAMBER SHALL HAVE 16 CORRUGATIONS.
16.THE ENDWALL OF THE CHAMBER, WHEN PRESENT, SHALL BE AN INTEGRAL PART OF THE
CONTINUOUSLY FORMED UNIT. SEPARATE END PLATES CANNOT BE USED WITH THIS UNIT.
17.THE CONTACTOR 100RHD STARTER UNIT MUST BE FORMED AS A WHOLE CHAMBER HAVING
TWO FULLY FORMED INTEGRAL ENDWALLS AND HAVING NO SEPARATE END PLATES OR
SEPARATE END WALLS.
18.THE CONTACTOR 100EHD MIDDLE/END UNIT MUST BE FORMED AS A WHOLE CHAMBER HAVING
ONE FULLY FORMED INTEGRAL ENDWALL AND ONE FULLY OPEN END WALL AND HAVING NO
SEPARATE END PLATES OR END WALLS.
19.THE HVLV SFCX2 FEED CONNECTOR MUST BE FORMED AS A WHOLE CHAMBER HAVING TWO
OPEN END WALLS AND HAVING NO SEPARATE END PLATES OR SEPARATE END WALLS. THE
UNIT SHALL FIT INTO THE SIDE PORTALS OF THE CONTACTOR 100HD AND ACT AS CROSS FEED
CONNECTIONS.
20.CHAMBERS MUST HAVE HORIZONTAL STIFFENING FLEX REDUCTION STEPS BETWEEN THE
RIBS.
21.THE CHAMBER SHALL HAVE A RAISED INTEGRAL CAP AT THE TOP OF THE ARCH IN THE CENTER
OF EACH UNIT TO BE USED AS AN OPTIONAL INSPECTION PORT OR CLEAN-OUT.
22.THE UNITS MAY BE TRIMMED TO CUSTOM LENGTHS BY CUTTING BACK TO ANY CORRUGATION.

CAUSED BY WATER MOVEMENT WITHIN THE CULTEC CHAMBERS AND FEED CONNECTORS UTILIZING
THE CULTEC MANIFOLD FEATURE. IT MAY ALSO BE USED AS A COMPONENT OF THE CULTEC
SEPARATOR ROW/ADS ISOLATOR ROW PLUS TO ACT AS A BARRIER TO PREVENT SOIL/CONTAMINANT
