Weir Road Bridge – Operation and Maintenance

In support of the Notice of Intent (NOI) submitted by InterF luve Inc. dated 1/22/2026 on behalf of the Town of
Yarmouth, inclusive of the Weir Road culvert replacement as designed by Tighe & Bond, this memorandum
summarizes Operation and Maintenance considerations for the proposed bridge .
1 Purpose
This Operations and Maintenance (O&M) Plan outlines the anticipated procedures for inspection, routine
maintenance, and long-term upkeep of the proposed 24-foot span bridge. The intent of this plan is to ensure
the bridge remains in a safe and serviceable condition while minimizing environmental impacts to adjacent
resource areas.
2 Inspection Program
Upon completion of construction, the bridge will be incorporated into MassDOT’s bridge inventory and
inspected by MassDOT in accordance with applicable federal and state requirements. Bridge inspections will
be performed on a biennial basis by qualified inspectors following MassDOT Bridge Inspection Manuals and
National Bridge Inspection Standards (NBIS), as applicable.
Inspection reports will document the condition of structural elements and identify any maintenance needs or
deficiencies. The Town of Yarmouth Department of Public Works (DPW) will review inspection findings and
address recommended repairs or corrective ac tions as appropriate.
3 Routine Maintenance
Routine maintenance activities will be conducted by the Town of Yarmouth DPW or its designee and may
include, but are not limited to:
• Periodic cleaning of the bridge walls, railings, curbs, and drainage features to prevent debris
accumulation
• Removal of sediment, leaves, and other materials that could impede drainage or enter adjacent
wetland or water resources
• Vegetation management in the vicinity of the bridge to maintain clear sight lines and prevent
encroachment on structural elements
• Monitoring of abutments, wingwalls, and embankments for signs of erosion or scour
Routine maintenance activities will be conducted in a manner that minimizes disturbance to surrounding
resource areas.

4 Preventive Maintenance
To enhance durability and reduce long-term maintenance needs, preventive maintenance measures may be
implemented as recommended by MassDOT inspection reports or manufacturer guidance. These measures
may include:
• Application of water-repellent treatments (silane/siloxane) to exposed concrete surfaces to limit
moisture intrusion and chloride penetration
• Sealing of cracks or joints as necessary to prevent water infiltration
• Monitor roadway embankment vegetation by removing invasives and maintaining loam and seed
• Minor surface repairs to address localized deterioration before more significant repairs are required
Preventive maintenance activities will be scheduled and performed in accordance with established DOT and
industry practices.
5 Corrective Maintenance and Repairs
If inspections identify deficiencies affecting structural integrity or public safety, the Town will undertake
corrective maintenance or repairs consistent with MassDOT recommendations. Repair methods will be
selected to maintain the original design intent of the bridge while avoiding unnecessary impacts to wetland or
water resources. Significant repairs and/or modifications to the structure will require approval by MassDOT
through the Chapter 85 approval process.
6 Long-Term Responsibility
The Town of Yarmouth, through its DPW, will retain long-term responsibility for operation, inspection, and
maintenance of the bridge for the life of the structure.
