There was previously seven(7) Lots before the property was subdivided
into two(2) Lots, which subdividing was after the adoption of the Board
of Health's Nitrate Loading regulations.
The building on Lot 1 is intended to be used for Cape Cod News. There
will not be any printing on the site. The site would be used seven(7)
days per week.
The proposed bank on Lot 2, will be open approximately 275 days/year,
rather than the 365 days used in the calculations. Tom McClellan reviewed
the calculations using 275 days, and the Nitrate Loading would be lower
in ppm, level, if you omit the railroad and street area.
MOTION: (Charles Van Riper) If the calculated nitrate loading is
under 5ppm the Health Department is authorized
to approve the application, subject to
the restrictions that the lower floor
of the building is to be used for banking
purposes, subject to said restrictions,
which are to be recorded on the deed.

The Health Agent gave background on the proposed Medical Center, in regards
to Chapter 90, in regards to the X-Ray unit and gram staining. Doctor
Boyd also gave background on the proposed operation.
It was pointed out, the Medical Center is within the primary Zones of
Contribution to the town's public wells.
Dr. Boyd stated, it would be possible to place a can or drum under a sink
to collect and recover the materials used in gram staining. The X-Ray
unit could also be adapted to recover all effluent (developer and fixer).
Both effluents would be collected and removed by a Licensed Hazardous
Waste Hauler.
How will the used solid waste be disposed of, e.e. , used cotton swabs,
needles and dressings?
The needle vials, after being used, are returned to the medical supplier.
It is possible, the contract could also specify the collection of used
swabs, bandages, and needles.
The wash water from the X-Ray unit, which was proposed to be discharged

into the septic system was discussed. The possibility of recycling the
wash water was discussed.
MOTION: (Robert Tilley) That the Medical Center be allowed to
operate with the condition that there
will be no discharge into the septic
system. Dr. Boyd will submit a letter
stating all procedures to be taken, along
with a contract, for disposal from the
X-Ray maehine,Gram staining and solid
waste material of needles, bandages,
vials etc. Would like to see rinse water
disposal mentioned in regard to the X-ray
machine.

IV. 8 Kelp Lane
Steve Wilson P.E., gave background to the board on the requested variances.
The town Conservation Commission has reviewed and approved the requests.
There will be the same number of bedrooms (3) after renovation. The present
septic system is probably a block cesspool, which is closer to the river
and groundwater table than the proposed system. The existing dwelling
is a year round residence. The bottom of the septic tank is to be waterproofed.
MOTION: (Herbert Schnitzer) Moves the requested variance be granted,
with the condition the septic tank to
be waterproofed.
SECOND Charles Van Riper
No one in the audience wished to speak.
Vote: Unanimous
Other Business
1. Walter Bowles, from Ace Speedy Oil Change, explained the proposed operation
and left plans for the next board meeting.
2. The two Board Members, Charles Van Riper and Robert Tilley, discussed their
field trip with BFI to a solid waste transfer station.
