(HW) is submitting the enclosed Notice of Intent (NOI) application and supporting materials for a proposed stormwater retrofit on Grove Street in Yarmouth, MA. The proposed project is part of a broader initiative, the Yarmouth Stormwater Design and Implementation Project, aimed at improving water quality in the Town of Yarmouth by reducing pollutant loads in stormwater runoff . The Grove Street site was identified as one of the priority stormwater retrofit sites during a Massachusetts Office of Coastal Zone Management-funded assessment focused on green infrastructure Stormwater Control Measures (SCMs) and low impact design. The proposed retrofit involves the installation of a new green stormwater infrastructure (GSI) system, a bioretention area, at the end of Grove Street to treat nearly the full 1 inch of runoff (93%) of the area draining to Hyannis Inner Harbor. These efforts will significantly enhance water quality by maximizing stormwater pollutant removal (% bacteria, nitrogen, and phosphorus) and water quality volume treated. Designed to enhance water quality and manage runoff from larger storms, this redevelopment project aligns with the Massachusetts Stormwater Standards to the maximum extent practicable. The entirety of the proposed retrofit project will occur within Land Subject to Coastal Storm Flowage (LSCSF), the 100-foot buffer to coastal dune, and within the 0-100-foot Riverfront Area. Work within the coastal dune is limited to enhancement plantings and maintaining the existing beach access with a small pathway. As a retrofit project, the proposed project is designed to enhance these resource areas and their ability to serve the interests under the Massachusetts Wetlands Protection Act (M.G.L. Ch. 131 § 40) and the Town of Yarmouth Wetland By-Law (Chapter 143, Section 2,D). The proposed stormwater improvements at Grove Street are anticipated to significantly reduce on-going impacts to the surrounding resource areas and Yarmouth Conservation Commission February 5, 2026 Page 2 of 2 "H:\Projects\2022\22108 APCC Yarmouth\Permitting\NOI_Conservation\Grove Street\2_CoverLetter_Yarmouth_Grove Street.doc" within the watershed. The net result of this project will be improved water quality, reduce d runoff, and improved infiltration, as well as improved wildlife habitat. Downgradient resource areas will be protected during and immediately following construction through implementation of an erosion and sedimentation control program. Detailed information about the proposed project is provided in the enclosed site plans, entitled “Site HIH-3: Grove Street Stormwater Retrofit Design and Implementation Project – 75% Design Yarmouth, Massachusetts,” dated February 2026, and is further elaborated in the attached project narrative and stormwater report. Enclosed please find one original copy of the NOI application and supporting documentation along with one set of full-sized engineering plans, as well as seven copies (eight total) of the NOI documentation and reduced-sized plans. A copy of the stormwater report is provided digitally (only). All materials have been uploaded to the Massachusetts Department of Environmental Protection (MassDEP) eDEP portal, and an electronic copy has also been sent to the Commission. As this is a municipal project, it is exempt from state and local wetlands filing fees. Notification of the pending public hearing has been sent to abutters in accordance with state and local filing regulations.
