Dear Members of the Yarmouth Select Board, and Yamouth Board of Health,
I would like to reiterate NECSEMAs opposition to the NFG proposal currently before the board of health. It is
important to note that these restrictions are not state issued but are being pushed by advocacy groups such
as the Mass. Association of Health Boards and other advocates. This proposal will cause instant harm to
the value of local businesses, infringe on adults'rights to purchase legal products, and will have no
impact on youth tobacco usage rates, as the products are already restricted to those over 2l years ofage.
If you have any questions, please don't hesitate to contact me. Additionally, I would be happy to give a
presentation on NFG to the board ofhealth, or select board, as advocates in favor ofthe proposal have
been invited to speak on the topic already. Thank you.

Dear Members ofthe Yarmouth Select Board, and Yannouth Board of Health,
On behalfofthe New England Convenience Store and Energy Marketers Association (NECSEMA), representing
more than 9,000 essential small businesses across New England, including 4,421 convenience stores in
Massachusetts (and several in Yarmouth). I respectfully submit testimony in opposition to the Nicoline Free
Generation proposal being considered by the board of health tonighr.
Selling tobacco to anyone under 2l is already illegal in Massachusetts, and flavored tobacco is banned, yet the
Board of Health is considering further restrictions including the "Nicotine Free Generation". Recently, members of
the Ashland Board of Health emphatically declined to pursue an NFG policy, and we would encourage you to do
