The Nicotine-Free Generation policy is a public health strategy designed to gradually phase out the sale of nicotine products to future generations by establishing a birth-year cutoff for legal sales. Nearly all lifelong nicotine addiction begins during adolescence when the brain is especially vulnerable. Preventing initiation is far more effective than treating addiction later and protects future generations without affecting current adult consumers. While youth cigarette smoking has declined, tobacco companies continue to introduce and aggressively market new nicotine products, including high-nicotine flavored e-cigarettes and oral nicotine pouches that appeal to young people. By establishing a forward-looking standard, the Nicotine-Free Generation approach helps communities respond proactively to evolving nicotine products rather than reacting after addiction has already taken hold. The Board of Health has held public forums regarding the proposed Nicotine-Free Generation regulation over the past several months at the Board of Health meetings as part of its ongoing review of emerging public health strategies. Having considered background information, experiences from other Massachusetts communities, and implementation considerations. The Board will continue these discussions and welcomes community members to ask questions, share feedback directly with Board of Health members.  Board of Health Meeting – March 16, 2026 The regular Board of Health meeting will take place on Monday, March 16, 2026, starting at 5:00 p.m. Public comment will be accepted from Yarmouth residents and/or business owners in the Town of Yarmouth only. Written comments for the March 16, 2026, Board of Health meeting may also be submitted in advance by emailing sprovos@yarmouth.ma.us
