HomeMy WebLinkAboutRevision memo 3.11.2026 March 11, 2026 Town of Yarmouth Conservation Commission Attn: Brittany DiRienzo Town of Yarmouth 1146 Route 28 South Yarmouth, MA 02664 RE: 26 Grandview – Plan Resubmittal and Revision Summary Dear Ms. DiRienzo, Please find attached the revised Site Plan for the 26 Grandview site improvement and beach nourishment. Also find attached an Operations and Maintenance Plan for the existing and proposed stormwater components at the project site. Plan Revisions The following plan revisions were made based on comments received from the Conservation staff and Commission. 1. The rip-rap splash pad, concrete weir and asphalt cape cod berm have all been relocated behind the existing white picket vinyl fence into existing previously developed/disturbed areas. These components are no longer partially on the Coastal Beach. 2. Planting plan by an experience wetland scientist has been included into the design 3. Beach nourishment profile has been added. 4. The plan was been modified to a 1” = 10’ scale 5. Some general notes were revised per Conservation Agent suggestions. 6. Revised this limit of beach nourishment to be completely above the Mean High Water Line. 7. Limit of salt marsh was flagged in the field by a Wetland Scientist. The Salt Marsh was flagged along Salt Marsh vegetation along the cordgrass (Spartina patens). Peat mats are present along the shoreline of 30 Grandview and the upper boundary exists along the high tide line. Added Salt Marsh flag locations to the plan. Stormwater Management Standards Per the Massachusetts Department of Environmental Protection Stormwater Management Standards the project would fall under standard 7 as a redevelopment project. The project meets redevelopment status per Volume 1 Page 20 of the standards, Standard 7 section 1 and 2, as the project is an improvement of an existing drainage system that also has not net increase of impervious area. The project must comply with the requirement of an Operation and Maintenance Plan (attached) and also must provide upgrades and improvements to the maximum extent possible. The existing parking area already has a subsurface system under the entirety of the existing disturbed/developed area, the remaining portion of the site is a resource area (Coastal Beach). The proposed system of asphalt cape cod berm, overflow weir, rip-rap splash pad, earthen berm and overflow swale are enhancements that will provide: 1. Additional ponding storage within the parking area to allow the existing functioning subsurface system to handle more runoff 2. The concrete weir and rip-rap will provide a controlled overflow for excess runoff that the existing system cannot handle 3. The vegetated swale will provide additional stormwater treatment. Given the site conditions and constraints, the proposed designed site plan will result in stormwater upgrades to the maximum extent feasible for the subject parcel.
