- 55 ft X 60 ft fenced compound
- Clock tower antenna design – 119.6 ft AMSL
- Stormwater infiltration basin – design input from CCC staff
- Access from church parking lot
However, Yarmouth ZBA requested reduced visibility… Town appeal

BST went back to revisit the design
New 2026 WCF design:
Retains:
- 100ft X 100ft lease area
- 55 ft X 60 ft fenced compound
- Same infiltration basin design
- Access from church parking lot
Changes:
- Shifted compound 22 ft west & up +1ft
- 93ft steel mono-pole; 96ft AMSL - Shifted driveway South ~20ft

3,516 ft2 of 2026 footprint sited within LSCSF
LSCSF impact reduced by ~328 ft2 from the approved 2022 design/original OOC

New design shifts footprint West and up in elevation ~1ft
- Reduces visibility and footprint in LSCSF (Zone AE) by ~328 ft2
Stormwater Management
- Designed with CC Commission review/input – Regional Policy Plan
Infiltration Basin - 25yr/24hr storm event/No impact on flooding in 100-yr event
First 1” of stormwater runoff treated through basin exfiltration
80% of TSS will be attenuated/removed
Design meets CCC Regional Policy Plan Objectives:
WR1 – protect and preserve groundwater quality
WR2 – protect, preserve, and restore freshwater resources
WR4 – manage stormwater to protect and preserve H20 quality
Sediment & Erosion controls BMP’s during construction
S&E control/construction entrance/dewatering basin/concrete washouts

Summary
Enhance wireless service coverage for public/emergency services
New design addresses ZBA’s/Town’s concerns
No resource area impacts except LSCSF (similar to the approved NOI/OOC)
- Reduces footprint in Zone AE and LSCSF impacts by ~ 328ft2
Stormwater design meets regulatory requirements & consistent with CCC’s RPP
Project will implement construction BMP’s
Achieves applicant goals & meets protective interests of the WPA/Bylaw
Applicant respectfully request the Commission approve the request to Amend OOC
