Re: Notice of Exempt Gas Main Maintenance
135-153 South Shore Drive and Sea Side Village Road
South Yarmouth, Massachusetts
Dear Members of the Yarmouth Conservation Commission:
Boston Gas Company respectfully submits this written notification of the intent to conduct
exempt gas main maintenance activities along the intersection of South Shore Drive and Sea
Side Village Road, located between 135-153 South Shore Drive and Sea Side Village Road in
South Yarmouth, Massachusetts. The proposed work consists of the replacement of 80 linear
feet (If) of subsurface gas main on Sea Side Village Road and 90 If of subsurface gas main on
South Shore Drive. The work is located within Land Subject to Coastal Storm Flowage
(LSCSF). The location of the project area is depicted on the Site Location Map included as
Attachment A.
The proposed work is exempt from the Town of Yarmouth Wetlands Protection Regulations
(Section 1.02.2-3(b)), which states "The applications and approvals required by these
regulations shall not be required for maintaining, repairing, or replacing, but not substantially
changing or enlarging, an existing and lawfully located structure or facility used in the service
of the public to provide electric, gas, water, telephone, telegraph, or other telecommunication
services, provided that written notice has been given to the Conservation Commission prior
to commencement of work, and provided that the work conforms to any performance
standards and design specifications in regulations adopted by the Commission." A similar
exemption is provided under the Massachusetts Wetlands Protection Act regulations at 310
CMR 10.02(2)(a)2. This letter is intended to serve as the required written notice of exempt
work.
In general, the gas replacement activities will entail the excavation of an approximately two-
foot-wide trench for safe installation. The trench bottom will be excavated and graded such
that the pipe will be supported for its entire length on undisturbed bottom at a depth of
approximately three feet below surface grade. The trench will be excavated within the existing
impervious surfaces of Sea Side Village Road and South Shore Drive and adjacent sidewalks,
with the precise location of the gas line to be determined in the field so that existing utilities
can be avoided. Upon installation of the replacement line, the trench will be backfilled and
restored in-kind.
No direct impacts to wetland resource areas are anticipated as a result of this project. This
work is primarily within the existing paved road and sidewalk areas. Best Management
Practices (BMPs) will be implemented as needed. Attachment B of this submittal includes
details of standard erosion control measures that have been used in past projects of similar
scope. Following the completion of construction activities, disturbed areas will be restored in-
kind.
