Detailed Description and Reason for Proposed Work:
Installation of a proposed 6' high security chainlink fence surrounding the existing paved
driveway and parking area. The work will occur within the existing developed portion of the 60
Ansel Hallet property and within the 100-foot buffer zone to an isolated vegetated wetland
(IVW) per a wetland delineation completed by ECR Wetlands in March 2026 - see attached.
No tree clearing, grading, filling, or alteration of existing drainage patterns is proposed. The
proposed work is minor in nature and is not expected to result in any adverse impacts to
adjacent wetland resource areas. Please see site plan attached for reference.
No machinery within the wetland, any debris must be removed, and any disturbance caused may
require restoration at the discretion of the Conservation Commission.

WETLAND DELINEATION MEMO
TO: Atlantic Design Engineers, Inc.

RE: 60 Ansel Hallet Road, West Yarmouth
Per your request, Environmental Consulting & Restoration, LLC (ECR) performed a review of the existing
conditions at the property located at 60 Ansel Hallet Road in West Yarmouth (the site) on November 11,
2025 and March 24, 2026. The purpose of the review was to identify wetland resource areas on and near
the site. The site is located to the west of Ansel Hallet Road and east of Willow Street. The site consists
of a commercial property with a single building, paved parking surrounding the building, minimal
landscaping, etc. A wetland resource area was delineated to the north of the site within the abutting
wooded area.
ECR placed wetland flags (pink/black striped ribbons) #A1 to #A27 along the limit of an Isolated
Vegetated Wetland (IVW) to the north of the site. There are no other wetland resource areas located on
or near the site. The IVW may be the result of an unmaintained stormwater drainage basin. The wetland
was delineated following the methodology established by the Massachusetts Department of
Environmental Protection (DEP) regulations found at 310 CMR 10.55 pertaining to the delineation of
Bordering Vegetated Wetlands. The delineation was performed by analyzing vegetation, hydrology within
12 inches of the surface, and soil conditions within 20 inches of the surface. The wetland contains hydric
soils, saturated soils, and dominant wetland indicator plants. This IVW is subject to review under the
Town of Yarmouth Wetlands Bylaw as the bylaw regulates any freshwater wetland. Isolated vegetated
wetlands are not subject to review under the Massachusetts Wetlands Protection Regulations found at
310 CMR 10.00.
Isolated Land Subject to Flooding (ILSF) is a wetland resource area protected by the MA WPA
regulations and defined as an isolated depression or closed basin without an inlet or an outlet; It is an
area which at least once a year confines standing water to a volume of at least ¼ acre -feet and to an
average depth of at least six inches (310 CMR 10.57(2)(b)). A volume calculation is required to determine
if the IVW to the north of the site meets the definition of ISLF.
As a result of ECR’s wetland delineation at the site, ECR confirms the site contains the following wetland
resource areas and areas of Conservation Commission jurisdiction:
• 100-foot Buffer Zone to IVW
Also, a review of the MassMapper database reveals the following:
1. The site is not located within Estimated/Priority Habitat for Rare Species according to the
Massachusetts Natural Heritage & Endangered Species Program (MaNHESP).
2. The site does not contain mapped Certified or Potential Vernal Pools according to the MaNHESP.
3. The site does not contain a USGS mapped stream.
4. The site does not contain areas mapped as Land Subject to Flooding (FEMA flood zone).
5. The site is not located within an Area of Critical Environmental Concern.
