Hi Ken,
I saw Kathy last week and she remined me to follow up with you on this project now with site work underway. I've
attached a memo outlining the establishment of the high water mark on the Riverwalk Site in regard to electrical
datum.
Please let me know if you have any questions.
Thank you-

MEMORANDUM
Date: August 23, 2024
To: Ken Elliot, Electrical Inspector
CC Mark Grylls, Building Commissioner
Amanda Lima, PE, Town Engineer
Kathy Williams PE, Town Planne-
Project: Riverwalk Park—Phase 1
669 Rte. 28
South Yarmouth MA 02673
RE: Electrical Datum Basis of Design
The Riverwalk Park project has moved forward as two phases of improvements. Phase 1 (Now under
construction) will build the utility infrastructure, including surface grading, drainage, primary power
service, new XMFR, site lighting, paved roadways, parking areas, walkways, landscaped areas and the
elevated boardwalk loop and kayak launch. Phase 2 is anticipated to be bid in the fall of 2024, addressing
the construction of the Park Restroom facility and immediate surrounds.
The project is vertically referenced to the North American Vertical Datum of 1988. (NAVD88). The areas
in which the park improvements are being constructed is not subject to tidal fluctuation, but the site
may be subject to flooding. Utilizing information from FEMA, 100-year storm event data, and related
Category 1 hurricane flood elevation projections, a prevailing high-water mark for the park site was
identified and set at elevation 7.50 NAVD 88 based on the available information and in consideration
regarding the risk of seasonal or possibly storm driven flooding.
The location of the electrical equipment in both phases of work has been designed utilizing elevation
7.50 NAVD88 as the high-water mark and then establishing a 2'-0" offset above that elevation, setting
9.50 as the electrical datum plane. Please find additional detail in the attached memorandum from SAR
electrical engineers. Under Phase 2 the proposed restroom facility will have a finish floor elevation of
12.00, and the building will be flood proofed to an elevation of 15.00 NAVD88.
Should you have any questions or wish to discuss with me in more detail, please feel free to contact me
directly.

The high-water mark is identified at Elevation 7.5 ft. The electrical datum is per
682.5 is 2 ft. higher than this level, 9.5 ft. 682.10 requires the electrical equipment
to be mounted above this elevation.
The utility transformer and all building mounted equipment are located at a grade
elevation greater than 9.5'.
Electrical equipment located at grade elevation less than 9.5' are elevated above the
