Annual Monitoring Report Following Enforcement Order at 16 General Lawrence Road
Dear Brittany and Joseph,
On February 21, 2023, an enforcement order was issued to Elizabeth Shea, the owner of 16
General Lawrence Road in Yarmouth, for “Alteration of a wetland resource area buffer zone -
Unpermitted removal of vegetation in the buffer zone to a wooded swamp”. As part of the
enforcement order conditions, ELS was contracted to produce a restoration planting plan that
was accepted by the Yarmouth Conservation Commission. In the Enforcement Order Conditions
list, it was also required that the client provide three (3) annual monitoring reports outlining the
status of the mitigation plantings and progress of the restoration before May 30th of 2023-2026.
Below is a detailed breakdown of ELS’s unbiased assessment of the mitigation plantings and their
establishment as a naturally vegetated buffer strip. This is the third of the three required monitoring
reports due by May 30, 2026. Please see the attached report outlining the update to the project
as of April 29, 2026.
On April 29, 2026 ELS staff took photos of the mitigation plantings at 16 General Lawrence Rd in
Yarmouth. All mitigation plantings appear to have wintered, and all are in good health.

The photo on the left shows the
uppermost section of the plantings
(closest to the home); ELS noted all
plantings successfully overwintered
and anticipate a full bloom in the
coming months. Large presences of
mugwort were spotted throughout
the plantings.
The photo on the right shows the
lower section of plantings just
before the wooded swamp. All
plantings appear healthy,
although bittersweet and dense
vine coverage was noted in this
area as well.

Lastly, the picture on the left shows
the buffer strip immediately in front
of the wooded swamp. All
mitigation plantings appear to be in
good health, and there is continued
presence of previously noted
invasive species in this area as well.
In summary, the mitigation plantings were successfully established over the growing seasons of
2023, 2024 and 2025. No plantings have been deemed non-viable at this time. There is a
continued presence of invasive species, but the client prefers to let the area naturalize over
additional removals. The project has established the original design of a naturally vegetated
buffer strip, and no further violations have been completed.
This is the third and final monitoring report required by the 2023 enforcement order conditions. This
report serves to close out the enforcement order and we would be happy to provide any
additional information necessary in order to close the matter.
