Clean Harbors Environmental Services, Inc. (CIIES) is submitting this letter and copy of the Release
Notification Form as part ofthe public involvement process required by the Massachusetts Contingency Plan
(MCP, 310 CMR 40.0000). The conclusions ofthe Permanent Solution Statement are presented below.
On March 12, 2026, an estimated 25-gallon release of waste oil was discovered at the Yarmouth Waste
Management Facility located at 606 Forest Road in Yamrouth, Massachuseffs. The release occurred from
a tote containing waste oil that had been placed into the metal recycling pile in the days prior, was
subsequently punctured, and loaded into a rolloff container. The release affected the rolloffiontainer,
pavement, and a portion ofthe oil entered a downgradient catch basin. The affected catch basin was purnped
and secured overnight with a boom to address an observed sheen, and the pavement and rolloff container
were cleaned using absorbents and degreaser. Roadway sediments within pavement cracks in the release
area were assessed, and the largest ofthe cracks, that also yielded the highest TPH field screening reading
was targeted for additional assessment. After removing a section of pavement, a soil sample collected
beneath the crack was submitted for EPH laboratory analysis. Petroleum levels were minimal to non-detectable, well below the applicable MCP Method 1 risk standards, and are considered to be approaching
background (non-detectable) levels. No soil, goundwater, or surface water remediation was requi."a, anano ongoing source of contamination remains. As a result, a level ofNo Significant Risk with respect tohuman health, public welfare, and the environment has been achieved for thii release. Furtlermore, no risk
to public safety was identified following the completion ofresponse activities. Based on these findings, therequirements for a Permanent Solution with No Conditions have been met.
