Dear Ms. DiRienzo,
BSC Group, Inc. (BSC)is pleased to submit this Invasive Species Management Plan for the area along the top of the
coastal bank at 703 Route 28 in South Yarmouth (the Site)to the Yarmouth Conservation Department on behalf of
our client Steven Katz. This invasive species management plan is included as part of the Notice of Intent Application
for Site Redevelopment at the request of the commission.
The existing Site has a vegetated buffer strip along the top of the coastal bank along the western side of the property
bordering along the Parker's River.This existing vegetated strip has a variety of species growing but is dominated by
invasives species. The most common invasive species currently growing on Site is autumn olive (Elaeagnus
umbellata), but there is also presence of Callery pear(Pryus calleryana), rugosa rose (Rosa rugosa), oriental
bittersweet(Celatrus orbiculatus), Morrow's honeysuckle (Lonicera morrowii), and one multiflora rose (Rosa
multiflora). There are native species growing within the existing vegetated strip as well including, eastern red cedar
(Juniperus virginiana), witch hazel (Hamamelis virginiana), northern bayberry(Myrica pensylvanica), hawthorn
cockspur(Crataegus crus-gali), and some staghorn sumac(Rhus typhina).
As part of the NOI application,we are proposing to plant a native buffer strip along the top of the coastal bank to
replace the existing buffer strip. The following native species are proposed within the buffer strip; eastern red cedar,
red maple(Acer rubrum), bearberry(Arctostaphylos uva-ursi), sweet fern (Comptonia peregrina), shamrock inkberry
holly(Ilex glabra), beach plum(Prunus maritima), Virginia rose (Rosa virginiana), and lowbush blueberry(Vaccinium
angustifolium). There's an existing witch hazel tree and a hawthorn cockspur tree that will be kept within the buffer
strip. The proposed native buffer strip will also be seeded with a native erosion control mix for dry sites from New
England Wetland Plants.
This invasive species management plan is focused on removing invasive species and to keep them from regrowing
within the proposed native buffer strip. Invasive species management is expected to begin in the summer/early
winter of 2026. All invasive species noted on Site are woody when mature(autumn olive, callery pear, morrow's
honeysuckle, bittersweet vine, rugosa rose, and multiflora rose). All woody invasive plants will be treated with a cut
and wipe method using a glyphosate treatment that is safe for aquatic sites.
This "cut and wipe" method is described in this paragraph. This method involves the application of herbicide directly
on the cut end of a plant stem.Although time consuming,this selective method requires a small amount of herbicide
and has the potential to greatly reduce effects on non-target species and the environment. Cut stem is recommended
for woody plants, and for use in sensitive areas to minimize risk of contact with non-target plant species. Stems are
typically cut near the ground and herbicide is applied immediately after cutting the stem (within minutes). Cut stem
application can be completed at any time except during the spring when the movement of sap flow is up. Herbicide

can be applied to the cut stem using various methods including hand-held spray or squirt bottles and well as paint(or
foam)brushes. Applying a dye to the herbicide mix is helpful in keeping track of treated plants.
The woody invasive species on Site will be cut at the base and immediately given glyphosate treatment in late
summer to early winter. At this time the plants will be moving nutrients down to their root systems ensuring that the
glyphosate is deeply absorbed.The glyphosate application will be completed by a licensed chemical handler. All
plant woody material that is cut down will be chipped and either spread on Site along the proposed mulch path or
taken off Site and be disposed of in a manner consistent with industry best practices. A targeted low volume foliar
application of 2% glyphosate will be used for any herbaceous invasives on Site (smaller rugosa rose).
After the invasives have been treated and the plant matter chipped and spread or disposed of, the rest of the buffer
area will be cleared, grubbed, and planted with native shrubs and seeded with a native erosion control seed mix as
specified above.
In spring of 2027 and 2028 a Site visit will be made to evaluate the success of the invasive species management and
to determine the scope of treatment needed for ongoing invasive species management.Any invasive species
observed regrowing within the buffer strip will be targeted with the cut and wipe technique to kill the existing growth
and prevent regrowth. Invasive species management reports will be submitted to the Yarmouth Conservation
Department following the Site visits in 2027 and 2028 detailing the success of the treatment so far and the ongoing
management.
