I do not believe anything is worth sampling for based on the types and very small amounts of hazardous materials encountered onsite, as well as lack of evidence of a release. It depends on what you are targeting with analysis, what are the contaminants of concern that you are worried about? Heavy metals are sometimes in glazes or pigments (tiles). VOCs (depending on which list and test method you select) could capture things like acetone, benzene which is found in gasoline, ethylene glycol which is in antifreeze, or other organic compounds such as isocyanates or phthalates that may be found in adhesives or water sealer, for example. SVOCs could capture other compounds that may be found in flooring adhesives such as phthalates (lowest risk of the 3 in my opinion). These are the 3 most common lists used during environmental analysis, but again it depends on what you are targeting. Total Petroleum Hydrocarbons (TPH) is typically targeted for sampling at current/former gasoline stations, auto repair, bulk storage facilities, refineries, or if there was an old Underground Storage Tank (UST) used for fuel oil, etc. You could target individual TPH concerns such as Gasoline Range Organics (GRO), Diesel Range Organics (DRO), or OR Range Organics (ORO) as needed (probably unnecessary), or run Total TPH to see if any of the ranges are present. If you are requiring data, you may want to look into or consider what standards you would like to compare the results to? Also, due to lack of evidence of a release and since the site is paved with an impervious surface, would it be best to sample near just the septic if sampling is required? Brian at BSC thought that adding VOC, SVOC, and metals to the original petroleum aromatic hydrocarbons tests at the 3 sampling locations (at 2 depths) would be cost prohibitive. They will get a price. He also confirmed they never had an env. Site assessment done and there's no history of an above ground fuel tank. Would any of those 3 additional tests be more valuable for them to include than the others? We will definitely still want the hydrocarbons. Hey Brittany: Do they have an existing phase I or phase II Environmental Site Assessment (ESA)? Might be worth asking if they have either of these reports as it may address our concerns (or add to them). These assessments may have been required if the property was previously sold, and a re sometimes required for loans/financing. I personally would not recommend sampling as contamination seems very unlikely based on the lack of Recognized Environmental Conditions (RECs). It is also expensive and may discourage redevelopment. In my opinion, the photos from the site visit looked to be housekeeping issues and did not show any evidence of a release or potential release, and the amounts of hazardous materials onsite weren't significant. I do agree that the housekeeping isn't good and these materials should be cleaned up immediately. Property uses identified by BSC Group included the shop and furniture store (no manufacturing). Materials used onsite include acetone, adhesives, water sealer, floor cleaner, floor polish, wax remover, and film remover. Photos from site visit captured materials improperly stored outdoors that included automotive batteries, paint, antifreeze & coolant, motor oil, hydraulic oil, and a gasoline can. All containers are 5 gallons or less. The site is covered with buildings or paved with asphalt where these materials are stored, and no areas of staining were observed (from what i can see in the photos, would be happy to walk the site, or you can provide additional feedback). There were no reported or documented spills at the site. No current or historical Underground Storage Tanks (USTs) were documented onsite, and the current heating system utilizes natural gas. Was there a fuel oil Above Ground Tank (AST) used previously? This could be a potential concern. If so, where was it, was it removed? Sample locations provided are adequate. Soil samples should be collected at the surface and at the depth of groundwater (metals - surface, petroleum - gw table - not always but what i would expect). If i had to recommend a sampling plan, i would evaluate the following: VOCs 8260 / 5035 SVOCs 8270 MCP 14 Metals A phase II ESA would most likely require soil and groundwater sampling with more extensive parameters. -Christian Sent from my iPhone On Jun 10, 2026, at 8:41 AM, DiRienzo, Brittany <BDiRienzo@yarmouth.ma.us> wrote: Hi Christian, Would you mind reviewing this? Hi Brittany, We're working on the edits to 703 Route 28 NOI and still planning to get the revised plans and the invasive species management plan to you by Thursday at noon. At the hearing last week, it sounded like the commission was going to want three sediment samples to be collected and analyzed. Brian spoke with the client about this, and we'd like to get that going sooner rather than later in case anything does come up. We have no reason to believe the soil at the Site is contaminated as it was a tile shop then a furniture store, but since the commission sounded like they will want sediment sampling analysis, the client wants to do that sooner rather than later. Attached is the existing conditions plan showing three locations (red dots) for sediment samples to be collected for analysis. We would collect the samples and send them to Pace Labs for analysis of petroleum aromatic hydrocarbons. The sampling locations are spaced around the existing buildings/ proposed buildings. Do these sample locations seem appropriate to you? PS - Brian also spoke to the client about cleaning up any visible hazardous waste on the Site which the client said he will take care of.
