HomeMy WebLinkAboutNarrative 6.18.2026PROJECT NARRATIVE #60 Ice House Road, South Yarmouth The applicant is pleased to submit a Notice of Intent application to construct a detached garage, driveway, and relocate an existing shed. The site consists of a developed 27,610 s.f. lot improved with a 3-bedroom single family dwelling that was constructed in 1960 per assessors' records. The site is bordered to the north and east by a Bordering Vegetated Wetland and Long Pond. A work limit line of staked silt fence backed by coir logs is proposed downgradient of all proposed work. All work limit lines shall remain in place until all construction is completed and areas are planted and stable. Preconstruction activities will include the installation of erosion control fences as shown on the site plans. A staging area is also proposed in the driveway area. Exposed soils will be loamed and seeded within 30 days of completion of the work and final grading work as weather permits. No work will take place within any resource area or within Priority/Estimated Habitat of endangered species. Bordering Vegetated Wetland (310 CMR 10.55} The Bordering Vegetated Wetland was flagged by Keith Johnson of BlueFlax Design LLC. and located by Down Cape Engineering. The majority of work is proposed outside of the 50' buffer to the BVW. The project will result in a net decrease in hardscape within the 50' buffer and mitigation is proposed to offset the increase in hardscape within the 100' buffer. A mitigation planting plan prepared by Andrew Garulay of Down Cape Engineering dated 5-20-26 is included as part of this filing. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete and the site is stabilized. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. The proposed mitigation will enhance the buffer. Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw Chapter 143 Regulations: The proposed construction activities will not have a deleterious effect upon any wetland values as listed in the Bylaw. The proposed garage and shed will be located within existing lawn/landscaped areas and located outside the 50' buffer to resource areas. The silt fence will contain all construction activities. All machinery will access the areas of proposed construction through the existing driveway. A silt fence will be installed downgradient of any proposed work. The proposed section of gravel driveway within the 50' buffer already exists. -1 -Down Cape Engineering Inc.
Alternatives Analysis The existing site could remain as is, but the owners would like to add a modest amount of storage space. Different sizes and locations for the garage were explored but the site is limited by zoning and septic setbacks outside of the SO' buffer to the BVW. The entire driveway could be located outside the SO' buffer but that would require the removal of some mature trees. The proposed mitigation will replace existing lawn areas within the 35' buffer and serve to offset the increase in hardscape while also providing additional habitat for wildlife. - 2 -Down Cape Engineering Inc.
