HomeMy WebLinkAboutNarrative 6.12.2026NOTICE OF INTENT #42 Mill Lane, Yarmouthport PROJECT NARRATIVE The applicant is pleased to submit a Notice of Intent application to construct an addition, porch and patio on an existing developed property. The 25,074 s.f. property is improved with an existing single-family dwelling. It is bordered to the east by salt marsh and to the north by a bordering vegetated wetland. All construction associated with the additions and patio will take place greater than 50' from the resource areas and will be located within areas that have already been developed with lawn and landscaping. The site is also partially within Land Subject to Coastal Storm Flowage (LSCSF) Flood Zone AE elevation 12. The proposed porch and sunroom additions will be located within zone X, outside of the 100 year flood plain. Mitigation plantings are proposed to replace an area of existing lawn within the 35' buffer to the salt marsh. The resource areas and their associated buffers are plotted on the enclosed Site Plan by Down Cape Engineering. A work limit line of staked silt fence backed by coir logs is proposed downgradient of all proposed work. All work limit lines shall remain in place until all construction is completed and areas are planted and stable. Preconstruction activities will include the installation of erosion control fences as shown on the site plans. A staging area is also proposed in the driveway area. Exposed soils will be loamed and seeded within 30 days of completion of the work and final grading work as weather permits. No work will take place within any resource area or within Priority/Estimated Habitat of endangered species. Bordering Vegetated Wetland (310 CMR 10.55) The Bordering Vegetated Wetland was flagged by Brad Hall of BLH Environmental Consulting and located by Down Cape Engineering. The closest part of the proposed construction will be the patio 61.2' from the edge of the BVW. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete and the site is stabilized. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. Salt Marsh (310 CMR 10.32) The edge of salt marsh was flagged by Brad Hall of BLH Environmental Consulting and located by Down Cape Engineering. The closest part of the addition will be 57.6' from the edge of the salt marsh. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete, and the site is stabilized. The salt marsh will continue to act fully in its capacity to provide habitat and food sources for wildlife. Land Subject to Coastal Storm Flowage The site is affected by a 100 year flood elevation (AE El. 12) and floodzone X. No fill is proposed so construction and grading activities will have no effect on the 100 year flood elevation. No adverse impacts are expected during any flooding event. - 1 - Down Cape Engineering Inc. Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw Chapter 143 Regulations: The proposed construction activities will not have a deleterious effect upon any wetland values as listed in the Bylaw. The proposed addition and patio are within a raised area bordered by a retaining wall and located outside the 50' buffer to resource areas. The silt fence will contain all construction activities. The area where the work will take place has a very gentle slope; no erosion is expected. Roof drainage will be mitigated utilizing downspouts to drywells or drip lines to stone trenches. All machinery will access the areas of proposed construction through the existing driveway. A silt fence will be installed downgradient of any proposed work. All work will take place outside of the 50' buffer to the resource areas. Alternatives Analysis The existing site could remain as is, but the owners would like to add a modest amount of living space for better enjoyment of the property. The proposed mitigation will replace existing lawn areas and serve to offset the increase in hardscape while also providing additional habitat for wildlife. - 2 - Down Cape Engineering Inc.
