SITE PLAN REVIEW SUBMITTAL OUTLINE • Meetings--The Site Plan Review Team convenes Tuesdays at 1:30 PM on an as needed basis. • Confirm Design Review Committee Hearing is scheduled. • Scheduling—Applicants shall submit completed application packages to the Building Dept. by no later than Friday at 12:00pm in order to be placed on the agenda one week from the following Tuesday, if time permits. • Applications—Application packages for the Formal Site Plan Review Process shall include the following: i. Eight(8)sets of certified site plans and proposed floor plans ii. Nine (9) sets of certified site plans are required if the structure is within 100 feet of a wetland iii. Electronic version of all submittal documents in PDF form emailed to rinkley@yarmouth.ma.us. • Site Plans—Proposed site plans shall include the following information: i. Compliance with Zoning Bylaw Sections 103.3.1—Site Plan Review, 103.3.4—Plans and 301.4 and the Engineering Dept. check list. ii. Parking Demand Table in relation to the proposed use and square footage of the building iii. The site is an existing shopping plaza containing seven(7)different operational retail store fronts. The parcel contains approximately 9.57±acres and is bound by existing commercial uses to the north,the Cape Cod Rail Trail to the south,a wooded area to the east,and Station Avenue to the west. The proposed development includes the construction of a new 1-6,576 square foot Town Fair Tire retail storefront along with associated parking,landscaping,and utilities to support its customer base in the region.The proposed parking areas have been designed to match the intent of the existing layout in order to maintain existing traffic flows. The site is designed to implement several Low Impact Development Strategies.For example,the site as designed proposes to capture and infiltrate the entire runoff from the roof using a subsurface stormwater management system. As part of these landscaped areas, two red maple trees have been proposed in these areas to further intercept rainfall and reduce the volume currently flowing to the existing drainage infrastructure on site. As outlined in the Drainage Report, the development of the site and the proposed stormwater management system have been designed so that post-development peak rates of runoff are below pre- development conditions for the 2-, 10-, 25-, 50-, and 100-year storm events. With the implementation of the associated landscaping areas and the proposed underground stormwater management system, the post-development conditions reduce the amount of flow that the existing on site stormwater infrastructure receives when compared to the existing conditions. Said landscaping areas will increase water quality, reduce peak rates, and boost the overall groundwater recharge volume from the site as a whole. Additionally, the majority of the proposed development will consist of building rooftop and landscaping, all positively impacting the water quality. Existing on-site drainage systems and patterns will be maintained as part of this project. Architecturally, the building has been designed to be consistent with the surrounding area and has considered and incorporated The Yarmouth Architectural and Site Design Standards to the maximum extent feasible. Proposed signage is limited to the wall mounted "Town Fair Tire" sign displayed on the Southwest face of the building which is critical to market the proposed use and draw customers to the facility. Please refer to The Site Development Plans and The Floor Plan and Elevations included in this application for more detail. Consistent with the Site Plan Review Application we have outlined the objectives of the Site Plan Review Section 103.3.1 below: 1. Internal circulation and egress from the site are such that traffic safety is protected and access via minor streets servicing single-family homes is minimized. The proposed development fills a previously designated area for future development while maintaining existing site circulation and egress. No changes to circulation or egress are proposed. 2. Reasonable use is made of building location, grading and vegetation to reduce visibility of parking areas from public ways. The proposed development fills a previously designated area for future development while preserving the site's existing grading and landscape character. It also adds landscaped areas and appropriate vegetation to help maintain visibility within the parking areas. 3. Adequate access to each structure for fire and service equipment is provided. Installation of Yarmouth Fire Department (YFD) Lockbox(es) shall be required to ensure building and site access. The proposed development fills a previously designated area for future development while maintaining existing site circulation and egress. The applicant will work with the YFD for specific lockbox locations as needed. 4. Utilities and drainage serving the site provide functional service to each structure and paved area in the same manner as required for lots within a subdivision, and fire protection provisions meeting Fire Department regulations are provided. The proposed development will use existing on-site utility infrastructure to serve the building. The applicant has received Board of Health variance approval to use the existing septic system, completed a fire flow test to confirm capacity, and proposes a subsurface infiltration system to capture and infiltrate runoff through the 100-year storm event. The project will also reduce existing parking lot impervious area. Drainage serving the site must comply with Section 304—Stormwater Management. The applicant proposes a subsurface infiltration system to capture and infiltrate runoff from the added building footprint through the 100-year storm event, along with reducing impervious area within the existing parking lot. As a result, the development will meet or exceed local and state stormwater management standards. 6. The proposed development will: a) minimize adverse environmental impacts on such features as wetlands, flood plains, and aquifer recharge areas; b) minimize obstruction of scenic views from publicly accessible locations; c) preserve unique natural or historical features to be preserved on the site or within the Town of Yarmouth; d) maximize open space retention; e) avoid major topographic changes; and f) minimize removal of existing trees within the required buffer zones. a. The development does not propose any impacts to wetlands, flood plains, or aquifer recharge areas. Specifically the development proposes a subsurface infiltration system to capture and infiltrate runoff from the added building footprint through the 100-year storm event, along with reducing impervious area within the existing parking lot. b. The proposed development fills a previously designated area for future development while maintaining existing site characteristics and additional landscaping. c. The development architectural has been design to match the existing shopping center which generally aligns with the Town of Yarmouth unique natural features. d. The proposed development fills a previously designated area for future development while reducing the existing shopping centers impervious area with additional landscape features. e. The development topographic features are proposed to be maintained as currently existing. f. The proposed development does not propose the removal of any existing trees and proposes additional trees above the required zoning bylaw. Additionally the applicant will work with the land owner on establishing additional trees consistent with the Design Review Committee recommendation. 7. In or abutting residential districts, effective use is made of topography, landscaping and building placement to maintain, to the degree reasonable, the character of the neighborhood. The proposed development fills a previously designated area for future development while reducing the existing shopping centers impervious area with additional landscape features.
