No pe6on shall rent or lease, or offer to rent or lease, any buildlng or any portion of a buildtng to be used for human habttation without firstreglstering with the Board of Health, which shall determine the number of persons such building or portion of a building may lawfu y accommodateunder the provisions of the Massachusetts state sanitary code, and without first also conspicuously posting within such building or portion of abuildang a cedificate of registration provided by the Board of Health specirying the number of persons such i buitding or portion of a buitding maylawfully accommodate.
The owners of all rental unlts, as defined in 108.2, shall be required to certlfy annually that operating smoke detectors have been placed in therental unit. The smoke detedors and locations thereof shall be satisfictory to ttre vaimoutfr rire oepartment.
