Project Narrative
#28 Little Dipper Lane in Yarmouth is a private residential pro perty constructed in the 1960’s according to the
Town of Yarmouth’s Assessor’s records. The 7,893 SF lot contains a sing le-f amily home with a cobble stone
access drive, walkways & steps, patio area, outdoor cooking hearth, utility shed, fencing, maintained lawn
and landscaped area s . The property is located within Flood Zone AE (El. 11) as indicated on the effective
Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (Firm).
The site is not located within Priority and Estimated Habitats of Rare Wildlife as indicated on the
accompanying map published by the Natural Heritage and Endangered Species Program. Therefore, the
proposed project is not subject to NHESP or MESA Project Review as part of the Notice of Intent Application.
The site is not located within an Area of Critical Environmental Concern and does not contain a USGS mapped
stream or Certified Vernal Pool.
The project is the proposed teardown and rebuild of an existing single -family home along with a septic
upgrade, hardscape and associated site work.
The propo sed wo rk will not have any adverse impacts o r adverse co nsequential impacts on the following
resourc e areas as described below:
Land Subject to Coastal Storm Flowage
The subject property is located within Flood Hazard Zone AE (EL. 11), as indicated on the FEMA Flood Map
Panel number 25001C0589J, which bears an effective date of July 16, 2014. As such, the lot is located within
Land Subject to Coastal Storm Flowage.
The project is the proposed teardown and rebuild of an existing single -family home along with a septic
upgrade, hardscape and associated site work. All work is proposed in pre -disturbed areas of the site. The
propo sed improvements will have minimal changes to the existing grades. The proposed reconstructed house
will be built in accordance with the building code and FEMA requirements, which is a substantial
improvement over the existing dwelling. The existing cesspools will be replaced with a Title 5 septic system
which also represents a substantial improvement over the current conditions. The proposed project will not
have an adverse effect on the landform’s ability to provide storm damage prevention and flood control. All
roof run off will be directed to drywells. There will be no adverse impacts to adjacent properties because of
redirected surface runoff, and the interests of storm damage prevention and flood control will be protected.
The Limit of Work will be installed prior to work taking place and preconstruction meeting will take place with
the Conservation Agent prior to any site work commencing.
Conclusion
The applicants proposed teardown and rebuild along with septic system upgrade represents a substantial
improvement over current conditions and increase the level of protection in the interests of storm damage
prevention, flood control and the prevention of pollution. As such, the proposed project meets the
performance standards of the Wetlands Protection Act and the Yarmouth Wetlands Bylaw.
