Subject: 639 Route 28 (5 Appleby Road) - Seagull Beach Motel
Informal Design Review
Please find attached the plans submitted for the Informal Design Review of the Seagull
Beach Motel Project. I have also attached some photos of the site. This project is
utilizing the Motel Bylaw to convert the existing 11 unit Seagull Beach Motel into 8
apartments with 12 parking spaces. Design Review compliance is mandatory. The
following are my general comments regarding the proposed plans for review and
consideration by the Design Review Committee.
1. Building fronting on Route 28: The aesthetics of this building is highly important
to the Route 28 streetscape.
a. Roof: This portion of the building is two stories with a flat roof. Buildings
in the area are mostly single story with pitched roofs. Some buildings
have small sections of flat roof, but from Route 28, they read as pitched
roof buildings. The canopy on the gas pumps for the Cumberland Farms
is a flat roof with a detailed dentil style cornice. Applicant should consult
an architect on options for improving the roofline of this building. A
pitched roof with dormers would be more in tune with Cape Cod style
architecture. Creation of an enlarged, detailed cornice or parapet may
also be an option.
b. Siding on Route 28 Façade: This siding is a mismatch of materials and
styles. Existing faux shingle style siding needs to be replaced with vinyl
siding to match the rest of the building.
c. Windows: The western end of the Route 28 façade is bare of windows.
Windows should be provided on each story, matching existing front façade
windows.

d. Porch: Constructing a small pitched roof porch over the main entrance to
this building would add interest to the blank eastern façade and provide
cover for tenants entering these two apartments.
e. Existing door: Will the existing door in the northeast corner of the building
remain, even though the interior space is a bedroom?
2. Building fronting on Appleby Road:
a. Although not shown on the plans, per previous discussions with the
applicant, three dormers are proposed along the portion of the building
with an existing sloped roof to break up the long expanse of roofline.
3. Parking lot and vehicular circulation:
a. Parking Spaces: Parking spaces are shown as 9’x18’ with a 20’ aisle.
This is a very tight configuration for 90 degree parking. Applicant needs to
look at this layout more closely and review options.
b. Curb Cuts: Reduction of the long curb cut on Appleby Road is highly
desirable. Due to the limited size of the lot, two curb cuts appear required
for this number of parking spaces. Applicant should consider having curb
cuts one way for circular movement and reduce the width of the curb cuts.
A single curb cut may be possible, but would require a reduction in the
number of parking spaces.
c. Appleby Road ROW: Removal of the existing curb cut pavement within
the ROW of Appleby Road should be required. Area to be planted with
landscaping on the applicant parcel and grassed within the ROW.
Applicant to maintain grassed area within the ROW. A road opening
permit will be required from the Town, which is a relatively simple process.
4. Pedestrian connections:
a. Provide a pedestrian connection from the project to Route 28.
b. Provide defined pedestrian connections from parking spaces to
residences, taking into consideration the parking layout and any privacy
fencing.
5. Landscaping: A landscaping plan should be completed by a landscape architect.
a. Street Trees: Locate trees along Route 28 approximately eight feet off of
the Right-of-Way to allow for potential future expansion of Route 28.
Locate trees every 20’ along the public roads with a min. 3” caliper. Trees
along Appleby Road to be 1’ on property.
b. Building Landscaping: Develop a landscaping plan around the buildings.
Existing landscaping along Route 28 façade is highly overgrown and
should be removed and replaced.

c. Screening: Utilize walls, fencing and/or landscaping to block parking from
public ways, especially Route 28.
d. Privacy Fencing: Is the existing fencing at the entrance to the units to be
replaced, relocated or removed? May have an issue with cars hitting the
fence in the tight parking configuration.
e. Snow removal: Consideration should be given to location of landscaping
features and snow removal/storage locations.
6. Overhead Utilities (OHU): There are three overhead utility connections to the
building on this property. Elimination of the OHU across the parking area would
be beneficial.
7. Stormwater: Are there any existing stormwater infiltration structures on the
property, from the flat roof? Applicant should outline means for stormwater
mitigation for the proposed project.
8. Site lighting and signage: It doesn’t appear that any pole mounted site lighting is
proposed. Provide details on building mounted lighting styles and any signage
proposed. Existing signage is oversized for new use.
9. Dumpster: If an outside dumpster is proposed, it needs to be shown on the plan
with proper screening.
