Subject: 639 Route 28 (5 Appleby Road) - Seagull Beach Motel
FORMAL Design Review
Please find attached the plans submitted for the Formal Design Review of the Seagull Beach
Motel Project. This project is utilizing the Motel Bylaw to convert the existing 11 unit Seagull
Beach Motel into 8 apartments with 12 parking spaces. Design Review compliance is
mandatory. The following are my general comments regarding the proposed plans for review
and consideration by the Design Review Committee.
1. Building fronting on Route 28:
a. North Face Elevation: The locations of the existing windows shown on the north
elevation do not reflect the actual locations of the windows and are not shown as
being replaced. This elevation should be modified to reflect the actual locations
and style of window (first floor window is a triple window). Dick Martin had mention
in the informal review that the front façade looked plain and may benefit from
shutters. Refer to the North Facing Elevation.
b. Landing Porch: A small landing porch is shown, but feels disproportionately small.
DRC should consider requiring the landing porch to be larger and cover the steps
for safety. Dimensions need to be provided.
2. Building fronting on Appleby Road:
a. Per the informal design review, the DRC agreed to not have dormers along this
long roof line, in order for the applicant to concentrate on improvements to the flat
roof facing Route 28.
3. Parking lot and vehicular circulation:
a. The 9’x18’ parking spaces now have a 24’ aisle to improve circulation. There are
planting beds shown between the parking areas and the building. See landscape
comments.

b. Curb Cuts: DRC should consider requiring one way circular movement to reduce
the width of the two curb cuts (currently 20’) and provide more buffer area. Curb
cut dimensions should be shown. See attached concept sketch.
4. Pedestrian connections:
a. Further definition of the pedestrian access from the parking to the building should
be shown, taking into consideration the parking layout. See attached concept
sketch.
5. Landscaping: A landscaping plan should be completed by a landscape architect. See
attached concept sketch.
a. Planting Schedule: The plan contains a plant schedule, but does not identify the
location of these plants or give an on-center planting dimension. Applicant should
confirm that all plant materials are non-invasive, native plants.
b. Street Trees: Trees along Route 28 need to be located to complement the
existing shrubs and not be located directly adjacent to the shrubs, even if the
spacing is slightly more than 20’. Locate trees no closer to Route 28 than existing
shrubs.
c. Building Landscaping: Develop a landscaping plan to soften the building facades.
The existing landscaping along Route 28 façade is highly overgrown and should
be removed and replaced. The amount of landscaping in the landscape beds in
front of the parking appears too sparse, but it is hard to determine as the actual
plant types proposed are not labeled.
d. Screening of Parking: The amount of landscaping shown to screen the parking
from Route 28 and Appleby Road is inadequate. Sitting walls, fencing and/or
further landscaping is needed to block parking from public ways.
6. Overhead Utilities (OHU): Applicant has shown the cable wire over the parking lot being
relocated. The new location should be identified.
7. Dumpster: The access to the dumpster should be reconfigured to provide green space to
screen the parking.
8. Miscellaneous:
a. Plans are to be stamped by a licensed architect or engineer. The site plans are
stamped by a licensed surveyor and the architectural plans are not stamped at all.
b. Elevations should be clearly labeled with the proposed materials, clearly identify
the proposed work, and show overall height dimensions. See Item 1a for
additional comments.
c. Elevations are required for all sides of the building.
d. Applicant needs to bring material samples to the DRC meeting. Cut sheets on
other materials should be provided, including any proposed building mounted
lighting, new windows, roof materials, and color samples (if applicable). Building
mounted flood lighting should be replaced with appropriate downcast light fixtures.
e. All existing siding to be repaired and trim painted.
