Please refer to the attached agenda. 1. 11 Aarons Way: This project is a proposed 6,800 +/- square foot professional office building at 11 Aarons Way off Higgins Crowell Road. The project is located on a currently wooded, 0.92 acre corner lot. (Corner lots are considered to have two front yards and two side yards.) The project proponent has shown the building in the rear of the property with the parking in the front abutting Aarons Ways and Higgins Crowell Road. The submittal plans include a proposed planting mound with trees every 20’, min 3” caliper, but no plant species or berm height were identified. Please refer to the attached application submittal information. I must admit that I found this design disappointing, both with the location of the parking in the front of the building and the architecture of the building. Mark Grylls and I had met with the owner last August when they had a similar site plan with parking in the front. At that time I did a quick concept sketch showing how the building could be located in the front along Aarons Way, with the parking behind the building (on the side of Higgins Crowell). The applicant also had a great photo of a building to represent the type of architecture he was proposing. Please refer to the attached Concept Design pdf file dated August 1, 2013. The zoning bylaw requires parking for new development to be located on the side or the rear. It is disappointing when applicants continue to provide site designs disregarding this zoning requirement. The applicant will need to get relief from the ZBA to locate the parking in the front. Although there are some uses that are difficult to locate along the street façade (grocery stores with large loading docks for example), this small office use is perfect for being located near the roadway. Please note that the medical office building abutting to the south is located along the roadway with the parking on the side/rear. 2. 1044 Route 28 – Our Lady of the Highway: The proposed project involves installation of a wireless telecommunications facility within a replacement steeple at the Our Lady of the Highway Church at 1044 Route 28, South Yarmouth. The proposed steeple is fiberglass and is 7.5’ taller than the existing steeple for a total height of 52.5’ above ground elevation. The project also includes an equipment building with diesel generator. The equipment building is proposed as a flat roof building with no siding type noted. The applicant has expressed a willingness to modify the equipment shelter building (materials/sloped roof) per input from the DRC. All proposed utilities will be buried and no landscaping is currently proposed. Maybe we could get a couple extra trees along Forest Road. Refer to the attached submittal information. 3. 797 Route 28: This is a relatively simple project of adding a small office and farmer’s porch addition to the front of an existing office building. The applicant is going to bring along photos of the existing building and a similar porch they did on an adjacent building. Per my phone conversation with the owner, the roof is to have architectural asphalt shingles. Refer to the attached submittal information. Hard copies are here in the office for pick-up and I will bring them the meeting. It looks like it will be Sara, Dick and Jack for the meeting. We need all three for quorum as Charlie and Anthony will not be able to make it. All three of these projects are going to Site Plan Review on Tuesday March 4th at 1:30 PM. If no one from DRC can attend, the DRC comments from our Monday meeting could suffice, but a DRC member is certainly welcome.
