Hi Guys,
Please find attached the Agenda for the May 24th DRC meeting and a DRC Application for a proposed Dollar General
store at 447 Route 28. I have offered my comments below for your consideration.
SITE PLAN – Overall I think the site plan is an improvement over the previous design. It makes better use of turning radii
for the large delivery trucks resulting in less pavement and provides for a nice planting island/buffer area. There are also
fewer parking spaces and provides a better buffer to the residential area off Rustic Drive. I would offer the following
comments on the Site Plan:
1. In‐Lot Parking Trees: Based on 30 parking spaces, 4 in‐lot trees are required. The trees along the common drive
constitute the required 10’ buffer to common driveways and do not count as in‐lot trees. The in‐lot trees need
to be evenly dispersed throughout the parking area in a minimum of 40 sf of soil area, a minimum of 5’
wide. The common driveway buffer needs to have trees every 20’.
2. Electrical Service: The location and screening for the transformer/panel needs to be shown. Utilities need to be
buried.
3. Lighting: Style and height of lighting needs to be provided.
4. Common Access Easement: The attached access easement requires that the applicant provide a connection for
vehicles and pedestrians from 447 Route 28 (Lot 1) through the 99 Restaurant (Lot 2). This is to facilitate access
to Berry Ave to reach the traffic light for turning left and to provide for rear interconnections without having to
go out onto Route 28. This access easement needs to be finalized as part of the development of these lots. This
site plan does not include any accommodation for this access.
ARCHITECTURE‐ There is very little modulation in the building itself, but a porch and gable ends have been added to the
front and side to add interest. There are also a large amount of blank walls. I would offer the following comments on
the building architecture (see attached mark‐up):
1. Elevation 2 – Front Elevation (Route 28):
a. Windows: The floor plans show the office and breakroom on the north side of the building facing Route
28. This would allow for the installation of traditional windows facing Route 28. High frosted windows
(awning windows) similar to the attached photo of the Walgreens, could be used in the restroom area to
add interest to that blank wall.
b. Posts: Incorporation of another post in the center would give more of a porch feel and balance the
windows.
c. Dormers: The shed dormers feel a little small, but may be ok if balanced with windows below. May
want to consider using larger doghouse style dormers.
d. Trim Boards and Coping: Trim board and coping along the western end feels a little light. A wider trim
board or more substantial coping would help.
2. Elevation 1 – Side Elevation (Parking Lot):
a. Windows: The floor plans show the registers in the northeast corner which would allow for installation
of high awning windows to help address this long expanse of blank wall.
2
b. Dormers: The dormers feel a little small, especially for the longer roofline. Consider using larger
doghouse style dormers.
c. Trim Boards and Coping: Trim board and coping along the southern end feels a little light. A wider trim
board or more substantial coping would help.
3. Elevation 3 – Side Elevation (Adjacent Property): I am not a fan of the exposed backside of the mansard,
especial in galvanized metal panels, nor the plainness of the entire elevation.
a. Trim Boards: White vertical trim boards behind the gutters would help to break up the long blank
façade, along with thicker fascia boards along the roofline.
b. Faux Windows: Although much of this elevation will not be seen from Route 28 or the adjacent
property, the front portion may be and some faux windows would improve the elevation, similar to
what they did at the CVS across the street and on the previous dollar store design.
4. Elevation 4 – Rear Elevation:
a. Trim Boards: I would recommend a wider corner board and rake board, along with a wide horizontal
board (similar to the front and side elevations) to break up the long wall.
5. General Comments:
a. All trim widths need to be provided.
b. The larger vertical trim details are a nice architectural detail, but would recommend the color be white
to stand out more.
I do not have hard copies available yet for pick up, but will let you know when.
Thanks,
Kathy
