Re: Yarmouth DPW: New Fuel System
Application for Site Plan Approval
Dear Members of the Yarmouth Site Plan Review Committee:
Weston&Sampson,on behalf of the Town of Yarmouth's Department of Public Works(the"Applicant"), is pleased
to present this application for Site Plan Approval for work proposed at the Town of Yarmouth Disposal Area
property at 606 Forest Road. The project consists of replacing the existing underground fuel system with a new
aboveground fuel storage and dispensing system.
We have attached the following materials in support of this application:
• One (1) copy of the Application for Site Plan Approval
• Eight (8) copies of the full-size(30" x 42") drawings
• Electronic copy of the filing package (emailed to rinkley@yarmouth.ma.us)
The existing underground storage tanks (one 6,000-gallon diesel and one 6,000-gallon gasoline) and associated
dispensers, fuel management equipment, piping, and electrical systems have reached the end of their useful life.
They will be removed and replaced with a new double-walled 10,000-gallon split UL 2085 Fireguard aboveground
storage tank containing a 6,000-gallon gasoline compartment and a 4,000-gallon diesel compartment, together
with new fuel dispensers and a modern fuel management system.
The Town operates two fuel islands—one at 606 Forest Road and one at the DPW facility on Buck Island Road.
While the Forest Road island is offline for construction, the Buck Island Road facility will continue to serve as the
primary fueling location for Town vehicles and equipment. No temporary fueling facilities are proposed.
The work is confined to the existing developed portion of the site. Existing access drives, vehicle circulation
patterns, parking areas, and overall site operations will remain substantially unchanged. The limit of work is
approximately 14,000 square feet. No net increase in impervious area will occur; therefore, peak runoff rates will
remain consistent between pre-development and post-development conditions.
Product piping will be Schedule 40 carbon steel, epoxy-coated, with victaulic compression fittings. The system
incorporates the following spill-prevention and safety features:a continuous electronic leak monitoring system that
notifies the owner when a leak is detected;overfill prevention valves and high-level alarms that trigger at 90 percent
capacity; submersible pumps with in-line leak detection that shut off upon detection of a leak; a fill port housed in
a 10-gallon remote fill box to contain minor spills; dispenser hoses equipped with shear valves; expansion relief
valves; check valves to prevent accidental siphoning; and a fuel management system that restricts access to
authorized personnel.
In coordination with the Yarmouth Fire Department, it was determined that automatic fire suppression is not
required for this outdoor municipal fleet fueling installation. Under 527 CMR 1.00 Chapter 42 and NFPA 30A,
outdoor dispensing from an aboveground tank not exceeding 6,000 gallons is permitted at government facilities
for fleet fueling when certain conditions are met. For a split tank, the 6,000-gallon limit is applied to each individual
compartment. The proposed tank has a 6,000-gallon gasoline compartment and a 4,000-gallon diesel
compartment; therefore each compartment is at or below the threshold and automatic fire suppression is not
required.

Site work will consist of removal of the existing underground system, installation of the new aboveground tank and
dispensing equipment, relocation of the existing gas line around the proposed fuel island, replacement of
disturbed pavement, and restoration of affected areas.Existing utility services will be modified only as needed to
support the new equipment.
Because there is no net increase in impervious area and the limit of work is approximately 14,000 square feet, the
project will not significantly alter existing drainage patterns and will disturb well under one acre of land.Temporary
erosion and sediment controls will be installed during construction, and hoods will be added to existing catch
basins to improve total suspended solids and hydrocarbon removal. In accordance with Section 2.02(1)of the
Town of Yarmouth Stormwater Management Regulations, the project does not trigger a Stormwater Management
Permit.
The project does not modify the existing parking layout or circulation patterns and therefore maintains compliance
with the design criteria of Section 301.4.
Following this Site Plan Review application, the Town will also pursue a Special Permit from the Zoning Board of
Appeals pursuant to§202.5 and§406 of the Zoning Bylaw(Municipal Use within the Aquifer Protection Overlay
District) and registration and license from the Board of Health under the Handling and Storage of Toxic or
Hazardous Materials regulation.
The proposed work has been designed to satisfy the intent of the Site Plan Review objectives in Section 103.3.1
of the Zoning Bylaw. It replaces existing municipal fueling infrastructure, maintains the current function of the
facility, and does not expand the site's use or operational intensity.
Site Plan Review Objective Project Response
§703.3.1(1)—Traffic The project replaces existing fueling infrastructure within the existing Town facility.
Circulation and Access Existing access drives, vehicle circulation patterns, and site operations will remain

storage tank and the spill-prevention and leak-detection features described above.

Character of the Site developed Town transfer station/DPW facility and is consistent with the industrial
character of the site. The improvements will not substantially alter the overall
appearance of the facility as viewed from adjacent properties or public ways.
