TOWN OF YARMOUTH
BOARD OF APPEALS
MEMORANDUM TO FILE
PETITION 5247
September 9, 2026
MEMBERS SITTING (August 27, 2026 hearing): Chairman Sean Igoe, Dick Martin, Barbara
Murphy, Anthony Panebianco and Richard Neitz
PETITION 5247: Isaac Campos dba Visual Signs. 140 Cranberry Lane, South Yarmouth, MA.
Map & Lot #: 119.13; Zoning District: R-40. The Applicant seeks a Variance from Table 202.5 for K-3
Use (Commercial Art) to allow vinyl wrapping of vehicles in a residential zone. The Applicant requests a
waiver from the requirement for a certified siterplot plan less than two years old.
On November 12 and 13, 2024, respectively, the Building Department received complaints about a
business operating from a home at 140 Cranberry Lane. On November 18, 2024, the property owner
applied for a Zoning Determination and was disapproved because the use is not allowed in a residential
zone. On November 19, 2024, a Violation Notice was issued to the property owner for operating a
business from a home for a use that is not allowed in a residential zone.
At the August 27, 2026 hearing, property owner Robinson Da Silva -Campos appeared with his sons,
Israel and Isaac. Israel Campos, a resident of 140 Cranberry Lane, served as the group's primary
spokesperson, with additional input from his father and younger brother about the vinyl wrapping of
vehicles on the property.
Several abutters expressed concerns that a commercial operation in a residential zone diminishes property
values and alters neighborhood character, citing increased traffic, speeding, noise, and safety hazards.
In response, Israel Campos testified about property improvements, including paving to park two vans for
his electrical business. Subsequent questioning revealed that an employee for the electrical business
arrives at 140 Cranberry Lane each day to pick up one of the vans, suggesting that two commercial
businesses are operating from the property.
As to the merits of this petition, at least four Board Members opposed granting the requested Variance.
Without enough votes in support of the petition, Chairman Igoe presented the options to the petitioner and
reminded the petitioner that if he continues to operate the business without a Variance, he is subject to
fines of up to $300 a day. After consulting with his father, the petitioner ultimately requested to withdraw
the petition without prejudice.
A motion was made by Mr. Neitz and seconded by Mr. Martin to allow the petitioner to withdraw the
petition without prejudice. The members voted as follows: Mr. Martin -AYE; Mr. Neitz-AYE; Ms.
Murphy -AYE; Mr. Panebianco-AYE; Chairman Igoe -AYE. The motion was voted 5-0 in favor.
Therefore, the petition was withdrawn without prejudice.
Sean Igoe, Chairman
