HomeMy WebLinkAboutRE Well Installation at Baxter Ave for Barnstable County PFAS InvestigationHi Flora, Thanks for the detailed information. Please use erosion control straw wattles as needed to contain the work and ensure none takes place on the conservation parcel or within wetland resource areas. No vehicles or machinery are allowed in the wetland. Once the work is completed and the holes backfilled, disturbed areas must be restored to pre-existing conditions. Please send a photo upon completion. The work is administratively approved, and no further permitting is required. As we discussed, GZA has been retained by the County of Barnstable (County) to investigate the potential extent of PFAS-impacted water originating from the County’s former Municipal Fire Training Facility (MFTF) located at 15 Flintrock Road in Hyannis. This assessment work is being performed pursuant to the requirements of the Massachusetts Contingency Plan (MCP; 310 CMR 40.0000); the Site has been assigned Release Tracking Number (RTN) 4-26179 by the MassDEP. One of our current tasks is to install additional small-diameter groundwater monitoring wells southwest of the MFTF site, including two locations in the Town of Yarmouth; one of those locations is proximate to the Yarmouth Conservation land off Gleason Avenue as shown on the attached map. We worked with Amanda Lima of the Yarmouth DPW and Yarmouth’s consulting engineer, Lisa Stone of Kleinfelder, to select these locations. At the Gleason Avenue location, a multi-level monitoring well cluster, consisting of three individual monitoring wells drilled to three different depths, will be installed. Each boring shall be pre-cleared for utilities to at least 5 feet below ground surface using vacuum excavation (VacEx) and/or hand auger methods to limit potential damage to unknown subsurface utilities. The completed VacEx borings typically are approximately 1-foot in diameter, and will be temporarily backfilled with soil cuttings pending performance of the final monitoring well drilling and installations through the same boring alignments. The borings are anticipated to be installed within an approximately 10-foot radius area at the ground surface. Following vacuum excavation, the deeper members of the well cluster will be drilled using a drive and wash drilling method and temporary 4-inch diameter drilling casing. This method involves driving the casing to the desired depth with a 300-lb hammer and periodically washing the soil contents from the interior of the casing using clean potable water to be obtained from the MFTF site. The target depth for deepest member of the well cluster is the top of a clayey silt layer anticipated to be approximately 50-70 feet below the ground. After the target depth is reached, a 2-inch PVC monitoring well screen attached to 2-inch PVC riser pipe will be lowered through the temporary 4-inch drilling casing, and the annulus between the 2-inch PVC well screen and the 4-inch steel drilling casing will be backfilled with filter sand. The remainder of the borehole will be sealed with a bentonite clay/portland cement grout. The 4-inch casing will be incrementally removed as the 2-inch PVC well casing is backfilled. Hollow stem drilling methods may be used for the installation of the shallow well if appropriate for the actual drilling conditions encountered during completion of the deep boring. Waste drilling water, including drilling wash water, and soil cuttings will be containerized and transported to the MFTF for subsequent proper off-site disposal or reuse. The drilling subcontractor will place protective plywood mats on the ground surface before mobilizing equipment onto the unpaved areas to limit ground surface impacts. Steel protective casings or road boxes will be installed at the ground surface over the PVC monitoring wells to secure the wells. We anticipate that this work can be completed within 3-4 consecutive work days at the Gleason Road location. Thank you again for your assistance to quickly assess if an NOI is needed to support this work. As we discussed, the drilling firm is prepared to initiate this work this week.
