Re: Notice of Exempt Gas Main Replacement Activities
Union Street and Route 6A, Yarmouth Port, Massachusetts
Dear Members of the Yarmouth Conservation Commission:
Boston Gas Company respectfully submits this written notification of the intent to conduct
exempt gas main replacement activities located in the roadway right-of-way (ROW) on Union
Street and Route 6A in Yarmouth Port, Massachusetts. The proposed work consists of the
relay of approximately 3,865 linear feet of four-inch subsurface coated steel gas main with
six-inch plastic gas main from 10 Union Street to Route 6A eastward to the intersection of
Route 6A and Hockanom Road. Portions of the proposed work will take place within Bordering
Land Subject to Flooding, the 200-foot Riverfront Area to Whites Brook, and the 100-foot
Buffer Zone to Bank and Bordering Vegetated Wetlands. The location of the project area is
depicted on the Site Location Map included as Attachment A.
The proposed work is considered to be exempt from the Massachusetts Wetlands Protection
Act (MA WPA, M.G.L. c. 131 §40) in accordance with 310 CMR 10.02(2)(a)(2), as the work
consists of “activities conducted to maintain, repair or replace, but not substantially change
or enlarge an existing and lawfully located structure or facility used in the service of the public
and used to provide electric, gas, water, sewer, telephone, telegraph and other
communication services, provided said work utilizes the best practical measures to avoid or
minimize impacts to wetland resource areas outside the footprint of said structure or facility.”
The Town of Yarmouth Wetlands Protection Bylaw (Chapter 143, Section 1.02(3b)) provides
a similar exemption. This letter is intended to serve as a written notice of exempt work.
In general, the gas main activities will entail the excavation of an approximately two -foot
wide trench for safe installation. The trench bottom will be excavated and graded such that
the pipe will be supported for its entire length on undisturbed bottom at a depth of
approximately three feet below surface grade. The trench will be excavated within the existing
impervious surface of Union Street and Route 6A, with the precise location of the gas line to
be determined in the field so that existing utilities can be avoided . Upon installation of the
replacement line, the trench will be backfilled and restored in -kind.
No direct impacts to wetland resource areas are anticipated as a result of this project. This
work is primarily within the existing paved roadway. Best Management Practices (BMPs) will
be implemented as needed. Attachment B of this submittal includes details of standard erosion
control measures that have been used in past projects of similar scope. Following the
completion of construction activities, disturbed areas will be restored in-kind.
