@MBWC DDNOV 18 2009 Formal Informal X Review SITE PLAIINEE E+JT HEET Date: November 17,2009 Applicant: Red Jacket Resort Development Map:19 Lots:19—20.1 Location: 1 South Shore Drive,South Yarmouth Zone: R-25&HMOD2 Persons Present: Jonathan Sawyer Vern Santos Paul Rumul Terry Sylvia Brad Hall Christian Davenport Vern Santos Trevor Meyer Rich Anctil Prolect Summary Concept plans were submitted. The applicant proposes to redevelop an existing 104,500 sq.ft.,150 unit, motel property, consisting of approximately 6 acres,on this site in the R-25 Zoning District and within the Hotel Motel Overlay District 2. The existing main motel structure would be razed and replaced with a new structure that would add 28,500 additional square feet of area, but with no increase in the number of units. Total new building area would be 133,000 sq.ft. Existing cottages on the site will also be razed and replaced. The applicant also propose redevelopment and combination of three existing and abutting motel properties located at 291, 301 and 327 South Shore Drive(the Blue Water,Edge of the Sea and Riviera Motels). Total existing area of the three motels is approximately 125,000 sq.ft.with a total of 239 guest units. One new building would contain no additional guest units, but would include an additional 70,550 sq.ft of area, for a total of 195,550 sq.ft. The applicant is presently in discussions with the Cape Cod Commission in application for a Development Agreement in lieu of a filing for approval of the project(s)as Developments of Regional Impact. Comments: uildin :(1) The project may have to comply with the new"Stretch Energy Code"should the Town adopt it. This would can a 20%increase in the energy conservation measures. (2)All work shall comply with the applicable provisions of 780CMR,and 521CMR. (3)The project shall comply with all applicable provisions of the town's zoning bylaw. Community Development: Not present, but offered the following comments: The proposed redevelopment of the Davenport Companies'South Shore Drive lodging facilities present the Town with an extraordinary opportunity to rejuvenate it's local economy,to reinvent itself as a destination, and to provide the Town with increased property and rooms tax revenues. This redevelopment project will almost certainly stimulate additional investment throughout the Town. The Applicants are in the process of seeking a Development Agreement with the Cape Cod Commission. The Development Agreement process will allow the project proponents, the Commission, and the Town to identify, through a comprehensive review, potential concerns and benefits early on in the development process. While allowing for the development plans to remain flexible,a Development Agreement will provide the property owner,Commission, and Town with a substantial degree of certainty regarding process for revisions to original submissions and the end product as they move through the development process. The Applicants have worked with the Planning Board on their proposal and will be working to garner their support on conceptual designs. Community Development staff will continue to work with the iaant as they move through the Development Agreement process to ensure that all Town interests are well served. anervation: Both projects will require Conservation Commission approvals via the"Notice of Intent"process. Stormwater issues will be key and DEP stormwater standards will apply. The Yarmouth Stormwater By-Law will be satisfied via the"Notice of Intent"under the Mass Wetland Act. The Conservation Commission also would like the flooding problem on South Shore Dr.to be improved. Applicant is advised to discuss stormwater issues with Cape Cod Commission and DEP prior to future planning and design. We look forward to meeting with you on November 17th for an informal site plan review. We will show you our updated and evolving concept plans. We will also inform you as to where we stand in the Development Agreement process with the Cape Cod Commission. It has been a while since we were before you informally on this redevelopment project so there is a brief project description listed below. Should you have any questions prior to the meeting on the 17th feel free to call either Paul Rumul or Trevor Meyer at 508- 398-2293 "Project Descriptions A (Red Jacket Beach Property) and B (Blue Water property)" A: Red Jacket Beach LP 1 South Shore Drive Map 19,parcels 19 through 20.1 South Yarmouth, Ma. 02664 The property lies in a zoning district known as the Hotel Motel Overlay District 2 (HMOD2)which was created with the goal and purpose of"providing South Shore Drive hotel/motel owners with the ability to renovate, reconstruct, and or replace their properties by right and by doing so encourage improvement of this unique waterfront lodging area to benefit the town and meets the needs of today's travelers". The property known as Red Jacket Beach Resort contains approximately 6 acres. The hotel structure on the property is approximately 104,500 square feet with 150 hotel rooms. In addition there are 12 multi bedded units with full kitchens on site. The property although clean and neat, is very dated when comparing to what today's travelers expect from a resort. The rooms are basically 1960's era motel rooms, lacking in size and amenities. In order to stay current and look toward the future we intend to raze and replace the buildings with a state of the art resort featuring larger rooms, new cottages, and improved amenities. We estimate that the new building will contain 28,550 additional square feet when compared to the existing building. The number of guest accommodations will remain the same. B: Blue Water LP, Edge of the Sea Trust, and Riviera LP 291, 301, and 327 South Shore Drive Map 26,parcels 118 through 126 South Yarmouth, Ma 02664 This property also lies within the zoning district known as the Hotel Motel Overlay District 2 (HMOD2) and is currently known as three separate resorts, Blue Water Resort, Edge of the Sea Resort, and Riviera Beach Resort. These three adjacent properties consist of approximately 9.5 acres. When combined, the hotel structures on the three properties equal just under 125,000 square feet with a combined total of 239 guest rooms, suites and cottages. The property although clean and neat, is very dated when comparing to what today's travelers expect from a resort. The rooms are basically 1950's era motel rooms, lacking in size and amenities. In order to stay current and look toward the future we intend to combine the three properties and raze and replace the three separate structures with one state of the art resort featuring larger rooms and improved amenities. The combined properties will be known as Blue Water Resort. We estimate that the new building will contain 70,550 additional square feet when comparing to the three existing buildings bringing the total square footage to 195,550.
