RE: Blue Water Resort,South Yarmouth,Massachusetts
Dear Mr.Murphy:
In response to your request,Coastal Engineering Co.,Inc.has performed a review of record
information pertaining to the on-site sewage disposal systems at the Blue Water Resort complex.
The complex is presently served by six sewage disposal sytems. Five of the six systems were
designee'and/or conditioned by Massachusetts Department of Public Health permits to conform in
general with the requirements of Title V: the Massachusetts State Environmental Code for
subsurface disposal of sanitary sewage. Specific design information on the sixth system that
presently serves two units of the building situated in the northeast portion of the site could not be
found. Based upon the configuration of the system shown on a plan dated May 16,1989,from Down
Cape Engineering, the theoretical leaching capacity meets the Title V flow requirements of the two
rooms served.
The following is a description of the systems based on a compilation of record information.
\^r 1. The design plans for Systems 1 and 2 were prepared by Everett Hinckley and dated September
or 1979. Each system consists of a 2250-gallon septic tank and a leaching field with 1620 square
or feet. The leaching facilities were installed to replace a facility constructed in 1970±. The
theoretical flow capacity of the twe leaching facilities is 3240 gallons per day.
2. System 3 was reconstructed in 1976 based upon design plans prepared by Down Cape
Engineering dated April 19,1976. Based upon the plans and Massachusetts Department of
Pone Health conditions, the system consists of a 3000-gallon septic tank and a 32.4-foot by 67-
foot leaching facility. The theoretical flow capacity of the System 3 leaching facility is 2170
gallons per day.
3. System 4 was reconstructed as a repair in 1989. Based upon design and as-built plans prepared
by Down Cape Engineering dated May 16 and June 15,1989,respectively,the installation
utilized the existing 3000-gallon septic tank and a new leaching facility with a bottom area of
1420t square feet. The theoretical flow rapacity of the System 4 leaching facility is 1420 gallons
per day.

Mr, Bruce Murphy Page Two December 1, 1994
4. System 5 consists of one 8000-gallon septic tank, a pump chamber, and two leaching facilities
with 2700 square feet of bottom area each. The pump chamber and leaching facilities were
installed based upon design plans prepared by Charles D. Spohr In May of 1970. The theoretical
combined flow capacity of the leaching facilities is 5400 gallons per day.
5. Record design plans for System 6 could not be found. Based upon the system configuration
shown on a plan dated March 16, 1969, by Down Cape Engineering, the system consists of a
septic tank and 20»foot by 28•foot leaching facility with an estimated capacity of 560 gallons per
day.
e The Blue Water Resort presently consists of three buildings that include 81 rooms, guest a 138-seat
\`-' ef restaurant, and a 40-seat lounge. The estimated Title V sewage flow for the present facility is 14,540
gallons per day. The proposed redevelopment of the site includes reducing the number of seats in
the restaurant by 30, which would reduce the estimated Title V sewage flow to 13,490 gallons per
day.
The estimated total capacity of the leaching facilities that presently serve the complex is 12,970
gallons fir day, nr 94.8% of the estimated reduced sanitary flow. Area is available for the future
upgrade of the systems in a 25,000-square foot reserve area located on the resort property on the
north side of South Shore Drive as designated in 1970 by the Massachusetts Department of Public
Health. Additional reserve area will be available on Edge of the Sea Motel land to be conveyed to
the resort.
A 3ei1 percolation rate of 2 minutes per inch was used in the review of the system plans based upon
record soil tests performed on the project site and other properties in the area.
Based upon our review of record information, Systems 1, 2, 3 and 5 were designed or conditioned by
permit to provide a minimum of four feet separation between the bottom of the leaching facility and
groundwater. As-built plans for System 4 indicate a 3.05-foot groundwater separation is provided.
Insufficient information was available to determine the groundwater separation for System 6.
If you hate any questions, please feel free to contact me.
Very truly yours,
