Hi Steve,
The COC request only just addressed the marsh restoration which is only an
enforcement item separate from the permit, but the permit encompassed a multitude
of work include beach nourishment, vista pruning, planting, and permitting for an
existing bulkhead. Please be prepared to respond to the following at the meeting on
Thursday, or have the homeowner/engineer accompany you or provide responses.

Nourishment- grain size analysis was never provided, nor a post- nourishment
report, was it completed?
bank plantings do not appear to have been fully completed- some large bare
areas especially at the top of bank seaward of the roses
Slopes are bare and not stabilized near machine access- must be addressed
Pile of vegetative debris just upland of restored marsh near property line must
be removed
I will recommend the commission continue this COC request until these items
can be addressed
Enforcement- the salt marsh is noted to be 755 square feet smaller than the required
restoration area.

Good Afternoon Brittany,
Thank you for the update. I have since spoken with the client, and they plan to file for
a Certificate of Compliance (COC) in the near future to close out the OOC and EO.
As the project is in the final stage of restoration, the client is hoping to complete the
permit closeout as efficiently and cost-effectively as possible. Would it be acceptable
for Wilkinson to prepare the required letter in the capacity of a qualified surveyor? We
can utilize our in-house RTK GPS unit to verify the square footage of the salt marsh
restoration and include those findings in the letter submitted with the COC application.
We will also plan to attend the COC hearing to address any questions regarding the
restoration work.
Please let me know if this approach would be acceptable or if you need any additional
information.
All the best,
Steve

Hi Stephen,
Thanks for keeping up with this. I recommend a COC request be filed to close out the OOC
and resolve the EO. A letter from a surveyor/engineer must accompany it since the original
order had a stamped plan. A request for an ongoing condition in the COC to continue
managing the phragmites should be included, which the commission regularly grants.
Please let me know if you have any additional questions.

Subject: 35 Aunt Dorah's Ln Enforcement Order Status
Good Afternoon Brittany,
Hope all is well; as we wrap our year I wanted to reach out and check on the status of
the Enforcement order for our clients at 35 Aunt Dorah's Ln.
The third monitoring report as required by the EO was submitted to the town on
11/26/25, and in our assessment we think that the marsh restoration has been very
successful and the phragmites invasion has been managed. With this, our client is
eager to close out their permit.
What would the town like to see to close out this project with the EO and extended
OOC? Did the EO supersede the OOC, and should a Certificate of Compliance be
sought? The client would like to have it be permissible to continue phragmites
management, with town notification, to treat any phragmites that may appear in the
future, which I am looking to capture in closing out the EO.
Feel free to reach out with any questions, or if you need any additional information. I
appreciate your guidance with this matter.
All the best,
Steve
