Yarmouth Licensing Chairperson E. Suzanne McAulif�'e and I began visits to twenty-five licensed establishments. The purpose of these visits were to meet with managemern of these establishments,to answer any questions relating to responsible alcohol service, and to fiuther enhance the awareness ofthe managers ofthe forthcoming uaining oppommities regarding the T.I.P.S. Program. At 212?Hrs. we visited wfth the owners of the Village Green Motel at#37 Sea Side Village Road. We inquired as to the previous reports from the managemem of the Village Green Motel, regarding noise from the Skipper Restaurant located at#152 South Shore Drive. The motel owner iuformed us that the noise issue has in her opinion has been resolved. She did express concecns over the parking of the patron's vehicles from the adjacem Skipper Restaurant. At the time of our visit we did inspect the parking azea and the area of South Shore Driver. During our insp�tion, we did not perceive any exterior noise from the Skipper Restaurant and did not perceive any issues with parking within the vicinity of the two businesses. At 2207 Hrs. we visited the China Inn Restauraut, 981 Route 28. At the front desk we were greexed by a hostess who identified herself a XI XI WANG age 15. She was working at the from desk and was accompanied by a 4-5 Year old male child that she idemified as her brother. There was one approximate 35-40 year old male patron at the bar consuming a 12 oz. battle of beer. While speaking with the fifteen year old hostess a second female cuatomer age 22 years of age entered and sat at the bar. She had removed a 12oz bottle of Corona beea from a nearby table and placed the bottle on the ber. The table inside the restaurant was occupied by four other females between the approximate ages of twenty-two and thuty Sve years of age. While speaking with the hostess all of the customers left the table and exited the restaurant to smoke a cigarette outside of the&ont door, near the parking lot. � S�s)��� L,�rsro-'L Lrc� � / /J� S � I�''h� �'7 �--�i S4o�.�� �dy GvG�-`S l�z�/ �G /?��dc'r-l� vUG�'G, �/ s�:es - In having further discussion with the hostess, I learned that her father,the Manager, XIAOQIAN WANG D.O.B. 2/16/65,was not on the premise at this time. She advised that he was "delivering food to the phone-in customers"Upon being asked who was managing the bar and serving the a7cohol to the patrons, she responded, "Her mother". I ask�i to speak with her mother, who at the time of the visit was in the rear of the restaurant working in the kitchen. At 2220 Hrs. I intervie�v the hostesses' mother,the wife of the manager, Ms GAO BAO WANG age 41. She was unable to communicats in English, At the completion of my attempt to converse with her, she went behind the bar, which now had a totat of four customers seated. A second female employee, approximately fifty to sixty years of age was presem in the restaurant. She made no attempt to speak with us and I suspect that she was unable to communicate in English. At 2223 Hrs. I requested that Patrol Officer Raymond 5cichilone respond to assist me at the scene. He checked the identification on the patrons who were smoking on the eacterior of the building. At 2225 Hrs. I imerviewed the"Manager" as he returned from making the reported food deliveries. He was the same person who I had interviewed on prior occasions regarding licensing issues at the China Inti. His New York issued driver's license idemified]rim as XIAOQIAN WANG D.O.B. 2116/65, he advised that his local address is 102A Cemer Street,Hyannis and he is in the process of moving to#275 Long Pond Drive, South Xarmouth. I spoke with him regarding the lack of a manager on the premise and the fact that t►is wife can not manage or serve pairons without the ability to speak English. He cited the difficulty of operating the restaurant and the financial issues of not being able to maimain the English spesking employees. Mr. Wang was informed that the Licensing Authority would be notified of the violations that were obsesved. He attempted to continue conservation with over the issue, but I am of the opinion, that he does not comprehend the English language or the seriousness of the control of the alcohol in the establishmern. Recommendntion; #1. I respectfully recommend that the Licensing Authority review the dangerous circumstances of having a fifteen year old female and a forty one year old non-English speaking female in charge of a restauram/bar with alcohol service being conducted. #2. I respectfully recommend that the Licensing Authority consider a long term license rzvocation for the China Inn. #3. That the Ysimouth Palice Department conducts frequern inspections for the licensing authority umil the comsol of the alcohol on premise can be guaranteed. Respectfully Submitted; Chief Peter L.
